Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, <br />Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, <br />Manager, Stuart E. Katz, City Attorney. <br /> <br />City <br /> <br /> Benjamin Booth, 8th Grade Student, Churchland Middle <br />School, opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Pitts, the <br />minutes of a called meeting on August 11, 12, 13, 1994; a <br />Called Meeting on August 23, 1994; and a Regular Meeting on <br />August 23 1994, to be approved, and was adopted by unanimous <br />vote. <br /> <br />94-358 - Procl~unation presented to Ja!rne White for <br />"Constitution Week". <br /> <br />94-360 - Non-Agenda Speakers <br /> <br />1. Cecelia High, 1301 Green Street, spoke on lead in Washington <br />Park. <br /> <br />2. Madalyn Morris-Grimes, 108 Florida Avenue, spoke on trees in <br />the Port Norfolk neighborhood. <br /> <br />3. Tonnie McMillan, 303 Mohican Drive, spoke on the noise and <br />pollution problems at the Ebony Showcase. <br /> <br />4. Rafid Zaidi, 3106 Hull Street, spoke on the success of PRHA <br />in locating a disabled citizen to a handicapped access <br />residence. <br /> <br />5. Thelma Eure, 222 Mohican Drive, spoke on the noise from the <br />Ebony Showcase. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Griffin, to <br />suspend the rules of order to hear the last speaker, and was <br />adopted by unanimous vote. <br /> <br />6. D. P. Cromwell, 1934 Laigh Circle, spoke on a ditch in the <br />Hattonsville section and the regional jail. <br /> <br />- PUBLIC HEARINGS <br /> <br />94-361 Public hearing for the purpose of receiving opinions <br />of the citizens of the City of Portsmouth pertaining to the <br />establishment of "no wake" zones in the Western Branch of the <br />Elizabeth River in the general area of Scotts Creek and to <br />present their opinions on the establishment of a local no wake <br />zone in the Southern Branch of the Elizabeth River which would <br />run concurrently with the Federal zone, from Norfolk and <br />Portsmouth Belt Line Railroad Bridge northward to the junction <br />of the Southern and Eastern Branches of the Elizabeth River. <br /> <br />Gordon Shelton, 10 Crawford Parkway, representing Tidewater <br />Yacht, spoke in support of the ordinance. <br /> <br />Bill Braithwaite, 6 Harper Avenue, representing the Scotts <br />Creek Marinas spoke in favor of the ordinance. <br /> <br />Harvey Williams, 3823 Adams Street, representing Nautical <br />Boats, spoke in favor of the ordinance. <br /> <br /> <br />
