<br /> The report having been read, there was some discussion over the number of representatives
<br /> named in the recommended ordinance and as to manner of dividing the Wards.
<br /> Mr. Hall said that i~ had been suggested tohimtthat the part of the City between Court
<br /> street and the river was ~ formerly called "Jackson Ward," and he thought the Committee might
<br /> consider the advisability, cf restoring that name t? the first division of War.d?, and Mr. Baker,
<br /> that the Ordinance Committee shield take into consmderation also the advisability of dividing
<br /> the First and Second Wards by a street running east and west, insSead of north a~d south.
<br />-- Then, on motion, the ordinance was recommitted with the suggested amendments thereto, and
<br /> the report, as amend~%, was adopted.

<br /> Gentlemen:-- With regar~ to the equal bids of Messrs. J. W.
<br />Booth & Bro. and N. G. Gayle to supply the City with gratis medicines for the ~ea~ 1914, $~nt
<br />back to the Almshouse Committee November 11-18, 1915, for adjustment, we, a ma~ormty of samd Com-
<br />mittee, recommend, as previously recommended, that award to supply medicines to the City for 1914
<br />be made to J. W. Booth & Bro.

<br /> With regard to the above matter, I, a minority of the Almshouse Committee, desire to report
<br />a~s follows--
<br /> That two propositions were discussed by ~hs ~Commit~ee looking to a settlement of-
<br />the matter, namely: That the equal bidders should draw lots Eot the award, or that it should be
<br />divided between them, but nc conclusion was reached by us as to these propositions.
<br /> I therefore recommend that the~Oouncil relieve the Committee from further consideration of
<br />the matter and dispose of it afterwards as it m~ay be deemed proper.
<br /> I suggest, however, that the award for medicines should be made before January let, or Other
<br />wise, the present contractor, E. P. Wilkins, will continue to supply the City with them-and, I
<br />presume, not at contra~t prices.

<br />the matter of award for medicines was referred back to the Committee w~th instructions that the
<br />~w~Guat-~bidders Messrs. J. W. Booth & Bro. and N. G. ~ayle shall~c~de by ballot to whom ~h~
<br />a~ward is to be made.

<br /> "Gentlemen:--
<br /> "In obedience to a public.duty devolving upon me by virtue of
<br />my office, for months past I have been investigating every phase of the water question in an ef-
<br />fort to do the thing that was best for the City's interest.
<br /> "Under normal conditions, I would be a firm advocate and believer in a municipal water ownem
<br />ship.
<br /> "As these conditions do not exist, first, on account of a dispute as to our rights to take
<br />water from Lake Drummond for municipal purposes- second~ in the event of our establishment of a
<br />water plant, we would have as a strong competitor, the present Water Company.
<br /> ."These conditions I deemed sufficient to Justify a conference wi~ ~$presentative citizens,
