Stephenson and sundry others to have certain changes made in the <br />manner of governing the City cemeteries. To examine and report on revised and codified ordinances of the City. <br /> We have examined these ordinances with the City Attorney and recommend that they be <br />adopted, as presented~ <br /> Referred by Board of Aldermen October gist. <br /> <br /> A communication from the Eayor with regard to pay of the ~esk Sergeant. <br /> ~ ~ have looked into the matter further and it is recommended that the following ordi- <br />nance be adopted therefor: <br /> An Ordinance to Amend and Re-ordain Section ~35 of the Ordinances of <br />the City with Reference to the Police ~orce and Fixing the Compensation of the Officers and Mem- <br />bers of the said Force, and to Repeal all Ordinances in Conflict Herewith. <br /> <br />(Signed) C.L. C. <br /> <br /> · The report having been presented and read, Mr. Hall moved that it be considered by sections. <br /> The motion was adopted. <br /> The section with reference to the License Inspector was discussed by ~. Baker, who desired <br /> a recommitment of the proposed ordinance eo that the Committee add ~hen it reports definitely, <br /> that the License Inspector be allowed a _commission on all delinquent personal taxes collected by <br /> him. <br /> The Chair suggested:'~hat the proposition was out of order at this time, but that it might <br /> be taken un under the head of "New~siness~" and it was so passed by. <br /> The s~ction with regard to amending certain, sections of ordinances in reference tO chamges <br /> for~ opening sidewalks was discussed by the Chairmen of the Street and Ordinance committees. <br /> The Chairman of the Street Committee held that its recommendations were proposed not as a <br /> money making scheme for the City but in order to insure that the work 2o2~opening streets should <br /> be well done.~ <br /> The Chairman of the Ordinance Committee held, on the other hand, that all the changes re- <br /> commended by the Street Commm~tee were covered by ordinance. <br /> ~inally, on motion of the Chairman of the Street Committee, this section was referred back <br /> to the Ordinance ~nd. St2eet committees jointly for consideration and report. <br /> The recommended ordinance~with reference to redistricting tLh~ City was read as presented, <br /> together with the original ordinance, and the recommended ordinance was explained by its Chair- <br /> <br /> Mr. Hall raised the p~int of order ~hat the ordinance could not be considered for adoption, <br />since the t~o branches had disagreed heretofore in some of its propositions. The Chair held, <br />however, that the body might discuss or consider the ordinance without taking a vote for either <br />concurrence or non-concurrence. <br /> ~r. Hall then moved that the rules be suspended for a consideration of the ordinance, and <br />the said motion was adopted. <br /> He next moved that, in consideration of the fact that the ward designated by the Committee <br />as ~Jefferson Ward" was formerly named "Jackson Ward," and for other reasons, that name be re- <br />tained for the first district, and the name of "Jefferson Ward" for the second district. <br /> The motion was adopted. <br /> Then he moved that the body re-affirm its heretofore understood intent that the Council <br />shall consist ~2 18 members, two for the Common Council and one for the Board of Aldermen from <br />each Ward. <br />.. _The C~airman of the Ordinance Committee said that he had no objection~ and believed that <br />hms ~ommit~ee had none, to nammng the fmrst district Jackson Ward; but he thought there were <br />se~eral good reasons why there should be more than 18 members on the Council, one of which was <br />that it would be more difficult to get a quorum out of a body of 18 me~bers than a body of $0. <br />He said also that as a man could not draw pay on the Council and at~he same time work .in the <br />Navy Yard, such action would exclude all Navy Yard men from the Council. <br /> He'ever, the motion by Mr. Hall was adopted. <br /> The section with regard to requiring the Virginia Railway & Power Co.~ to sprinkle streets <br />over which it operates cams was adopted. <br /> ~ith reference to ~nding the Act creatin~ the office of Police Justice, on motion of Er. <br />Tyler, the ~a~ec~mmended ac~ was adopted and was referred to ou~ Representatives in the Legisla- <br />ture for presentation by them to that body. <br /> The sectio$~ with regard to certain changes in the manne~ of governing the City cemeteries <br />was a~opte~? <br /> <br /> <br />
