<br />of each piece of the real estate mentioned in said resolution, and for what price each piece or

<br /> "WHEREAS, the Street Committee has.reported, pursuant to said resolution, that Frederick
<br />is the owner of the first piece of real estate ~es~ribed in the said resolution and that he will
<br />sell the same for SE, B00. reserving to himself, however, the privilege of removing the buildings
<br />from the same at his expense; that Morris Kat~ is the owner of the second piece and will sell
<br />the same for ~3,000; and that Lizzie M. Town~end is the owner of the third piece and will sell
<br />the same for SE, BO0; and that these a~e the lowest, final prices which can be obtained from the
<br />owners of said lands; and the said Street Committee further reported that they deemed said prices.
<br />far in excess of the value of said lands and reoomm~ended that the said offers be not accepted
<br />and that the City Attorney be instructed to institute condemnation proceedings to acquire the
<br />said lands.
<br /> "NOW, TP~REFORE, BE IT FURTR~R RESOLI~D, by the Council of the City of Portsmouth that the
<br />said report of the Street Committee be adopted, and that, it deeming the offers as submitted by
<br />the owners as the lowest, final prices at which they will sell to the City the lands needed to
<br />be in excess of their values, and the said City being unable to agree with said owners upon the
<br />prices for the purchase of said lands, the City Attorney be and is hereby instructed to insti-
<br />tute at once, under the general laws of the State of Virginia, condemnation proceedings, in the
<br />name of the City of Portsmouth, to acquire each of the pieces of the said lands~as set forth and
<br />described in the above mentioned resolution."

<br />fully reports herein concerning the following matters referred to the Joint Public Property Com-

<br />mittee December 9-~6, 1913:
<br /> Referred by two branches December 9-16th.
<br />
<br /> Matter of inefficient service given by the Telephone Company.
<br /> Agreeably with such direction~ the Manager of the Ohesapeake& Potomac Telephone Com-
<br />pany was requested.to come before the Committee to explain sundry ¢omplaints made about the
<br />workings of the Company in Portsmouth. He appeared and told the Committee that it was the de-'
<br />sire of his Company to give t~e community the best service at all times and that the Company is
<br />glad always.to.render efficient and satisfactory service.
<br /> He ex~plained how the business may go wrong when the operator who handles the call is
<br />not directly responsible for it; he invited the members of the Oommittee ~r citizens tO visit
<br />t~e local exchange and see how the Telephone Company's business is conducted, difficulties re-
<br />medied, and a constant effort made to elevate the ~tandard of service.
<br /> ~n view of the explanations by the Manager of the Telephone Company, the Committee have
<br />no recommendation to make concerning the same at this time.

<br /> To revi~e section 498 of the Ordinances with regard to License Inspector, to include in the
<br />duties cf said Inspector that he shall be Collector of Delinquent D~g Taxes, and, by the advice
<br />of the City Attorney, to be under his direction to assist him in claims agai~st~the City by par-
<br />ties for personal damages.

<br /> To amend Section 531 of the Ordinances so as to provide a charge for opening stre~ts~a~d
<br />roadways not hayed with brick, cememt or plastic pavement; to amen~ s~ction 293 of Ordlnan~mes
<br />so as ~o provide $S.00, instead of $1~BO, for each 30 feet of b~ic~ sidewalks opened; ~and an
<br />ordinance making a che~vge for opening granolithicsidewalks.
<br /> We report that, in our opinion, it is not advisable to make any changes in these sec-
<br />tions, and recommend that no such change be made.
