Hardy to be reftunded $11.40 for erroneous assessment of taxes for <br />the years 191~ and t913. <br /> It ie recommended that the petition be allowed. <br /> <br /> A request of the Water Commission for balance of appropriation allowed it by Act of General <br />Assembly. <br /> <br />An application of the City Clerk for an increase of ~ala~y beginning January, 1, 1914. <br />Proposed Budget of the School Board for the year 1914. <br /> <br /> We report that each of the three above named matters will be considered for.the Bud- <br />get of 1914. <br /> <br />Bond of the lately elected City Engineer. <br /> We have examine~this bond and recommend that it be accepted. <br /> <br /> (With Auditing Cohmittee). Norman Cassell to~tunnel in,front of his Law Building on High street and to-the Bank of Tide- <br />water to tunnel in front of its new building. <br /> <br />Referred by two branches December 9-i6th. <br /> <br /> Directed to ascertain and report to the Councils at their next meetings who are the owners <br />of each piece of ~eal estate needed to extend Dinwi~die street, from Wythe to Harris.n, and for <br />what price each piece or any portion thereof may be purchased. <br /> As so directed, we report that we have ascertained that Frederick Allen is the owner <br />of the first piece of real estate described in the resolution adopted at the last meetings of <br />Council; that Morris Xatz is the owner of the second piece of real estate described in the said <br />resolution; and that Lizzie M. Townsend is the owner of the third piece of real estate described <br />in the said resolution; and'that as the lowest, final prices Frederick Allen offered to sell his <br />property t~ the City of Portsmouth for $E, BO0.O0, reserving to himself ~the privilege of removing <br />~he house mrom the' land at his expense; Morris Eatz offered to sell his propertM to the City for <br />$3,000.09; and Lizzie M. Townsend offered to sell her property to the City for $2,500.00; all of <br />which prmces your'Committee deems far ~n excess of the values of the properties, and recommend <br />that the City Attorney be instructed to institute condemnation proceedings to acquire the said <br />properties. <br /> And~ it is further recommended that the following~resolution be adopted in connection <br />with the same: <br /> "WHEREAS, by a resolution passed by the Common Council of' the City of Portsmouth <br />on the ~th day of December, 1913, and by the Board of Aldermen on the 16th day of December, 1913, <br />and approved by the Mayor on the Band day of December, 1913, it was determined to acquire by pur- <br />chase, condemnation, or otherwise, for the purpose of extending and opening up Dinwiddie street <br /> <br /> <br />
