<br /> It is recommended that the first district be named "Jac.kson Ward. and the second dis-

<br />on the Common Council and ~ on the Board of Aldermen; and that the following ordinance be adopt-
<br />ed to cover same:

<br />Change the Boundaries Thereof, and to Re-apportion the Representation in. the Council Among the
<br />Wards in the Nanner Prescribed by Law.

<br /> To amend section 498 o~ Ordinances so as to include in duties of the License Inspector the
<br />collection of delinquent personal property tax, for which he shall be entitled to a commission
<br />on all such .taxes collected by him.
<br /> We report that we deem further legislation in this matter unnecessary, as it is pro-
<br />vi~ed for at present unde~ e~ction 4~8. of 0rdimances.

<br /> While unanimously of the opinion that the present proposition of Norfolk for a Joint
<br />water supply be rejected, we think ~hat the matter should be discussed thoroughly by both bran-
<br />ches of the Council.
<br /> Therefore, ~e·recommend that the whole water question be referred to a joint meeting
<br />of the two branches of the ~ouncil and the discussion be open to the public so fa~ as the Chair-
<br />man may deem wise.

<br />was premature, since the Norfolk Council had shown its unwillingness to come to th~ measure,
