<br /> To authorize the Treasurer to borrow $3,500.00 to pay past due bills of the Sixth and Seven-

<br /> The regular reports of Officers for the month of March, 1914, were presented and were or-
<br />dered to take the usual course.

<br /> The body expressed itself as favoring allowing the paid men of the Fire Department
<br />per month each, said pay to begin from January t, 1914, instead of ~p=il let, as approved by
<br />the Mayor,- provided the City Attorney should give am 'opinion that sudh act on the part ~fZhe
<br />Coumcil wo~ld be legal; and on motion, the Clerk was instructed to write to the City Altor~uay
<br />and ask?hi~f~r~such an opinion.

<br /> In accordance with resolution adopted March lO-l?th, to allow the Fire Department to held
<br />a carnival on. Washington street, between High and County, provided the citizens on the line of
<br />said ~arnival did not object thereto, a petition was read from J. W. Harnell, pastor of Washing-
<br />ton St. Christian Church, and sundry others, against the holding of such carnival; and, there-
<br />fore, on motion, the permission ~or same was withheld.

<br />provement to Pearl street against the Sixth Ward, and said protest was referred to Street Com-
<br />mittee for investigation and report.

<br /> A petition was read from The Chesapeake & Potomac Telephone Co. to be permitted to build
<br />manholes on CrawTord street, as provided fo~ in blueprint submitted with application September
<br />2Srd, and also requested thatthe permission be granted at once.
<br /> On motion, the matter was referred to Street C~mmittee wit~ power to act.
<br />
<br /> Mr: Hall moved to refer to ~treet Committee to investigate bills to amount of $1,845.00,
<br />for pa~zng upper High street, sazd amount ~eing·ln excess of $~,000.00 allowed in October, 191~,
<br />for samd work; and how and by whose authority bills were contracted for the excess amount.
<br /> The motion was adopted.
<br />
<br /> Mr. Cooke moved to suspend the rules in order that the $150. allowed in the Budget for
<br />"~usio" for annual parade of firemen, be madea~ailable, ~a warrant~ for said amount to be made
<br />payable to the Ohairman of the Fmre Committee.
<br /> The motisn to suspend the rules was adopted and then motion as set forth was adopted
<br />also and by the following vote:
<br /> Ayes--Oorbitt, Hall, ~hite, Hanvey, Herbert, Moore, Goodman,
<br /> Lassiter, Cross, Tyler, Hawks, Houghton, Cooke, 13.

<br /> Mr. Hall presented a petition from J. H. Sharp and sundry o~hers for permission to run a
<br />privateosew~r pipe through High street, between~First and Second avenues, to empty into the
<br />creek between Third and Fourth avenues; and said petition~was referred to Street Committee.
<br />
<br /> Mr. ~hite moved that the Sewerage Committee be authorized to advertise for bids to repair
<br />the 9ewer Power House, and that Finance~Oommittee make available $1~5.00 allowed in the Budget
<br />for "Repairs to Sewer Power House.~ The motlonw~w~re adopted.
<br />
<br /> Mr. Hawk~ moved that the Finance Committee ma~e available the following amounts provided
<br />in the Budget: $Z75. for. Friends Church Drain, for Sidewalk St., ~
