<br /> To consider a revision of the rules to regulate plumbing in the City.
<br /> We report that we have considered this matter and recommend the adoption of the fol-
<br />lowing ordinance to create a Plumbing Board:
<br /> - An Ordinance to Promote the Public Health and To
<br />Regulate the Sanitary Constrcction, Rouse Draining, and Plumbing; Registration of Plumbers;Board
<br />of Examination of Plumber~; Their Powers and Duties; Compensation; Penalties.
<br /> Also that Sections 1, iS, ~0~ ~i, ~4, ~9, 3?, 40, 48, 51, and 5~ of Chapte~rlV of the
<br />ordinance entitled, "Ordinance Fixing tlmties of City Surveyor and Inspector of Plumbing and
<br />tablishing ~lumbingR~gulations for the City of Portsmouth," adopted by the Counoil Ju~e 9,1898,
<br />be amended and re-ordained so as to read as follows:
<br /> An Ordinance to Amend and Re-ordain Sec-
<br />tions 1, 18, ZO, El, Z4, ~, $?, 40, 48, 51, and 53 of Chapter iV of the Ordinance Entitled,
<br />"Ordinance Fixing Duties of City Surveyor and Inspector of Plumbing and Establishing P%umbing
<br />Regulations for the City of Portsmouth," adopted by the Council June 9, 18~.

<br /> On motion, the ordinance amending certain sections of the plumbing regulations was ordered
<br />to lie on the table, under the rule therefor.
<br /> With regard to the ordinance creating a Plumbing Board, Mr. White stated that the proposed
<br />ordinance was referred t~ .the Ordinance Committee previous to September 1st but had not been so
<br />referred since, and to revive it, it would be necessary to refer the matter to the Oommittee a-
<br />gain.
<br /> Mr. Houghton contended that_the proposed ordinance had been properly referred since Septem-
<br />ber 1st and was now regularly before the body.
<br /> There was no further objection made to consideration of the ordinance and it was ordered
<br />to lie on the table.
<br /> Then the repcrt of the Committee, as amended, was adopted.

<br /> Request of the Board of Health to have placed sewer mains in the following streets of the ,
<br />City: Ba~t, between Court and Middle; Griffin, between Washington and Dinwiddie; Effingham, be-
<br />tween Scott and Duke; Virginia, betwe~m Randolph and Henry; and Sullivans Court on Fayette street
<br />between Third and Fourth.
<br /> We report that ~e do not deem this work expedient at this time.

<br />~ermen, to be known as "Committee on Rules," to formulate and recommend rules for the government
<br />of the two branches of Council.

<br /> To authorize the Presidents of the two branches to sign pay rolls, approve bills and requiL
<br />sitions, and exercise ~gene~al~y such functions as are exercised by Ohairmen of Committees, until
<br />such Committees shall have been regularly appointed.
<br />
<br /> To authorize the Treasurer to renew notes to amount of $40,860.55, falling due in October.
<br />
<br /> To authorize the Presidents of the two branches of City Council to a~point delegates to at-
<br />~end the League of Virginia MuniCipalities, at Norfolk, Va.~ October l~-~6th.
<br />
<br /> To authorize the Public Property. Committee to advertise for bids to furnish the public build
<br />ings with coal and wood for the winter season.
<br />
<br /> To authorize the Alm~s~ ~ommi~tee to advertise for bids to furnish the Almshouse with fa- ,
<br />tions and,.the ppor of the City, with medicines for the year 1915.
<br />
