Se]~ember 27, 1994 held on Tuesday, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. Reverend L. Wilbur Kersey, Court Street Baptist Church, opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Vice Mayor Clemons called the meeting to order and welcomed all in attendance. Motion of Mr. Pitts, and seconded by Mr. Griffin, the minutes of a Called Meeting on September 12, 1994; a Regular Meeting on September 12, 1994; a Called Meeting on September 13, 1994; and a Regular Meeting on September 13, 1994, to be approved, and was adopted by unanimous vote. 94-375 - Proclamation presented to Diana Zembrzuski for "National Physical Therapy Month". 94-376 - Non Agenda Speakers 1. Carolyn Parker, 440 Maryland Avenue, spoke on the baseball field used by the Wilson Little League. 2. Helen Person, 1314 Green Street, spoke on lead in Washington Park. 3. Rev. Rudolph Perry, 513 Spectator Street, spoke on lead in Washington Park. JOINT PUBLIC HEARINGS 94-377 Joint public hearing with Portsmouth Redevelopment and Housing Authority to consider the proposed Amendment No. 3 to the Southside IV Redevelopment Project Plan. This amendment proposes to change the Land Use Plan for those properties generally bounded by Wavy, First and Lincoln Streets, and the property boundary lines of those properties fronting on Port Centre Parkway from a Residential-Mixed Land Use to an Industrial Land Use. Additionally, this amendment proposes to change the Land Use for the former Coast Guard base property fronting on First Street from a Residential-Mixed Use to an Industrial-Mixed Land Use.
