Se]~ember 27, 1994 <br /> <br />held on Tuesday, <br /> <br /> Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., <br />James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward <br />Robinett, Jr., V. Wayne Orton, City Manager, Stuart E. Katz, <br />City Attorney. <br /> <br /> Reverend L. Wilbur Kersey, Court Street Baptist Church, <br />opened the meeting with prayer which was followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Vice Mayor Clemons called the meeting to order and welcomed <br />all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Griffin, the <br />minutes of a Called Meeting on September 12, 1994; a Regular <br />Meeting on September 12, 1994; a Called Meeting on September 13, <br />1994; and a Regular Meeting on September 13, 1994, to be <br />approved, and was adopted by unanimous vote. <br /> <br />94-375 - Proclamation presented to Diana Zembrzuski for <br />"National Physical Therapy Month". <br /> <br />94-376 - Non Agenda Speakers <br /> <br />1. Carolyn Parker, 440 Maryland Avenue, spoke on the baseball <br />field used by the Wilson Little League. <br /> <br />2. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />3. Rev. Rudolph Perry, 513 Spectator Street, spoke on lead in <br />Washington Park. <br /> <br />JOINT PUBLIC HEARINGS <br /> <br />94-377 Joint public hearing with Portsmouth Redevelopment and <br />Housing Authority to consider the proposed Amendment No. 3 to <br />the Southside IV Redevelopment Project Plan. This amendment <br />proposes to change the Land Use Plan for those properties <br />generally bounded by Wavy, First and Lincoln Streets, and the <br />property boundary lines of those properties fronting on Port <br />Centre Parkway from a Residential-Mixed Land Use to an <br />Industrial Land Use. Additionally, this amendment proposes to <br />change the Land Use for the former Coast Guard base property <br />fronting on First Street from a Residential-Mixed Use to an <br />Industrial-Mixed Land Use. <br /> <br />Portsmouth Redevelopment and Housing Authority men,hers present: <br /> <br />George K. Eherwine, <br />Diane P. Griffin <br />Fred P. Fletcher <br />Lee E. King <br /> <br />Chairman <br /> <br />Danny E.
