September 27, -1994 PUBLIC HEARING - 94-378 Public hearing for the purpose of receiving opinions of the citizens of the City of Portsmouth pertaining to an ordinance authorizing the City to enter into a Guaranty Agreement with the Hampton Roads Regional Jail Authority and the City of Norfolk, the City of Newport News, and the City of Hampton in connection with the issuance by the Authority of its Note which it plans to issue An an amount not to exceed $4,000,000 to finance a portion of the costs of the architectural, engineering, and other project-development expenses of a regional jail for the Cities of Portsmouth, Norfolk, Newport News, and Hampton. Mildred Clark, 1916 Laigh Circle - Unfinished Business CONSENT AGENDA 94-353 - Rezonlng, group housing, and use permit applications: Motion by Mr. Hawks, and seconded by Mr. Pitts, to adopt the following ordinance and resolutions, approved on first reading at the Public Hearing meeting of September 12, 1994, was adopted and by the following vote: 94-353 (a): "ZONING AMENDMENT ORDINANCE Z-94-06". 94-353 (b): "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING USE PERMIT (GHP-94-2) TO PERMIT CONSTRUCTION OF FORTY,NINE (49) DETACHED SINGLE-FAMILY CONDOMINIUMSAT RIVER POINTE. WHEREAS, the applicant, River Pointe Development Associates, LLC, has made application pursuant to Section 40-112 of the Code of the City of Portsmouth, Virginia, 1988, as amended, for the approval and granting of a group housing use permit for the construction of forty-nine (49) detached single-family condominiums at River Pointe, on property more particularly described as followS: GHP-94-2 Beginning at the southwest intersection of West Norfolk Road and River Pointe Parkway; thence west along the southern right-of-way line of West Norfolk Road 250' more or less to a point; thence continuing southwesterly 450' more or less to a point; thence southeasterly 140' more or less to a point; thence southerly 230' more or less to the west right-of-way line of River Pointe Drive; thence east along the northern right-of-way line 475' more or less to River Pointe Parkway; thence north along the western right-of-way line of River Pointe Parkway 750' more or less to West Norfolk Road, the point of origin.
