Old Sinking Fund: That the Auditor be instructed to credit the Treasurer with in the Peop.le's Bank and $~.69 ~in Dime Savings Bank, making a total of $E,896.94; and that the balance of $1,5~0.89 be transferred to the General Account and the account closed. Fifth Ward Account: That the Auditor be instructed to credit the Treasurer with $9.0~ in the People's Bank and the account closed. Paving & Bt. Improvement Account: That $18E.?~ balance in this fund be transferred to Gene- ral Account-and this account closed. Paving & Grading Account: That the Auditor be instructed to credit the Treasurer with $5,04~.54 in the People's Bank and ~6.49 in the Dime Savings Bank, making a total of and that the balance of $1,84~.~ be transferred to General Account and the account closed. Gentlemen:-- Your StreetOommittee re- spectfully reports herein concerning-the following matters referred to the Joint Street Commit- tee March 9-16 and Febm~ary 9, 1915: Referred by Common Co,~ncil March 9th. A petition of the Va. Ry. & Power Co. for permission to install two poles on Caroline street, as per blueprint attached. It ~s~ecommended that the petition be granted, under the usual conditions. Condition of South street, between Pine and Pearl. We re~ort that the C~ty Engineer has made temporary improvements to said location and as soon as the weather is more favorable, will continue the work there. To consider the importance of paving Washington street. We report±that it~ is very desirable to pave Washington street but are lacking, we see no chance of doing the work at the present.time. as the funds for it oo1~. Recommitted for further consideration. Condition of Third street, between Fayette and Lin- Engineer We report that the CityAhas been instructed to remedy the conditions on this street. Referred by Board of Aldermen March 18th. Attention called to condition of the lot formerly occupied by "Clover's Stables." We repor~ that the condition of this lot is being remedied. A petition of the Portsmouth Machine Works for permission to install and operate a sidewalk gasoline tank and pump to garage now in course of erection at the northeast corner of Middle and Columbia streets. It is recommended that the petition be grante~ under conditions heretofore imposed for such work, namely~ that the work be done under the supervision of the City Engineer and Chief of the Fire Department and to their approval. A communication from the General Counsel of the Seaboard Air Line Railway Co. in regard to a request.from the Council that said Company allow the Cityto cross its proper~y between High and King streets, so as to open Pearl street continuously. We report that, since the Seaboard Air Line Railway Co. have refused to grant ~he quest of Council, we do not see that anything more can be done in the matter at the present time. Referred by Common Council February 9th. To investigate and report to whom the cost of improving Pearl street should be charged. Progress as to same. (With. Claims Committee and City Attorney) A communication from the City Attorney in regard to a claim of B. J. Farmer for $~,000. damages to his property on Pearl street. We have discussed this mat~er~ with the City Attorney and desire to look into same fur~ thor. Authorized to advertise for bids to build a conduit .across the south end of Dinwiddie street.~ In connection with ~his matter, it is recommended that a pipe be run across Harrison street to empty on the east s~de of Washington, at ah estimated cost of $?50.00.
