<br />under the authorit~ of this Stats or of the United States, nor upon the capital of any trust or
<br />security company chartered by this State, but the stockholders ~n such banks, banking associa-
<br />tions, trust and security companies shall be assessed and taxe~ on the market value of their
<br />shares of stock therein. Provided that the market value of said stock shall be estimated at a
<br />sum not less than the aggregate of the eapital~ surplus and undivided profits of each bank, bank-
<br />ing house association, trust and security company as shown by its dast published statement prior
<br />to the first of February, after deducting for such aggregate the value of th~ real estate other-
<br />wise taxed; and the tax on said shares~O£ stock shall be $1.25 on the hundrea dollars thereof.

<br /> This ordinance shall be in force on and after Nay i, 1915, and all ordinances or parts of
<br />ordinances in conflict with the same are hereby annulled.

<br /> Be it further ordained by the Council of the City of Portsmouth, Virgi.nia~ That for

<br /> Each person, firm or corporation conducting the business of plumbing, steam or hot water
<br />fitting, or either, in addition to th~ merchant's tax required by this ordinance, $25.00.

<br />Each person, firm or corporation conducting a sarage.for the storage a~d repair of automo-
<br />biles, $75.00; for the repair of automobiles~only, $E5.00, or agent for the sale of automobiles,
<br />resident or non-resident~ $?5.00. '
<br /> Each priva~e~ automobile, a flat tax of $5.00.
<br /> Each motorcycle, $~. 50.
<br />
<br /> Each resident or non-resident automobile for hire, $20.00, and it shall be in lieu of all
<br />other City License Tax.
<br />
<br /> Eae~ moving picture show, w~ere the admission fee is five cents or less, $75.~0, or $20.
<br />~er quarter, when paid quarterly, and where the admission fee is over five cents, $100.O0, or
<br />$~7.50 per quarter, when paid quarterly.

<br /> Be it fmvther ordained by the Council of the City of Portsmouth, ~That the tax on Real
<br />Estate and Tmngible Personal Property for the First, Second,. Third, Fourth and Fifth Wards of
<br />the city shall be $1.50 on the hundred dollars of assessed values thereof for C~neral Purposes,
<br />and $.50 on the h~ndred dollars for Public Schools; and that the tax on Int~angibis Personal Pro-
<br />pe~ty shall be $.S0 on the hundred dollars.

<br /> That the tax on Real Estate and Tangible Personal Property for the Sixth and Seventh
<br />Wards s?~i2 be $1.41 on the hundred dollars of the assessed values thereof; and that the tax on
<br />Intangible Personal Property shall be $.30 on the hundred dollars.
<br />
<br /> Any person failing to pay the taxes on Real and Personal Propert~ imposed on ~his or-
<br />dinance, on or before the 31st day of October shall incur a penalty of 2 per cent. on the amount
<br />of said taxes, which shall be added to said taxes by the City Collector; and a further penalty
<br />of $ per cent. should said taxes be-not paid by December Slst. which shall likewise be added by
<br />the City Collector.

<br /> These ordinances shall be in force on and after their passage,and all ordinances or
<br />parts of ordinances in conflict with the same are hereby annulled."

<br /> ~r. Reynolds moved to refer to Street Committee the question of working jail prisoners on
<br />streets and to report on same with cost to the City.
<br /> After some discussion of the matter, the motion was adopted.
<br />
<br /> Mr. Morgan moved to refer to Finance Committee to make available within thirty days the
<br />whole appropriation allowed in the Budget for "West Park View Bridge."
<br /> The motion was adopted.
<br />
<br /> Mr. Morgan stated that pile drivers and cranes ~ed in the neighborhood of the West Park
<br />View Bridge are li~ely to endanger safety of same and moved that the attention of the Street
<br />Committee be called to the fact. The motion was adopted.
<br />
<br /> On motion of Mr. Reynolds, the advisability of a light near one end of the Gosport Bridge
<br />was referred to the Light Committee,
<br />
<br /> On his motion also, it was resolved to appoint a special committee to consider changes ne-
<br />cessary in the Plumbing Ordinances, so as to provide for better sanitary plumbing.
<br />
<br /> On motion of Mr. Wright (Earl H.) the advisability cf an ordinance to regulate the travel,
<br />&c.~ of "jitney busses,, was referred to the Ordinance Committee.
<br />
<br /> On motion cf Mr. Moore (Jos. S.), the Street Committee was authorized to use at once one-
<br />sixth of its appropriation allowed in the Budget.
<br />
<br /> Mr. Herbert moved that the Fire Committee.be authorized to sell or otherwise dispose of
<br />disabled horses in the Fire Department when the Committee may believe it necessary to do so.
<br /> The motion was adopted.
