Eayer~& C.c., of Cincinnat~i~ Ohio, and his reply thereto, in relation to the purchase of $54,000. ox C~ty notes at 5 ltB~ net; and he ~oved that a further consideration of this matter be referred to the Finance Committee. The motion was adopted. He stated further that the assessors of real estate hays been working faithfully and well, but he was satiafied that they could not finish the work in the time prescribed by the Council~ and he moved that the time for said assesemmnt be extended sixty days from May let, and that an appropriation to cover said extra time be referred to the Finance Committee. The motion was adopted. On motion of' Er. Reynolds, the advisability of an ordinance p~ohibiting any more street carnivals on the City playgrounds, was referred to the Ordinance Cc~ittee. On motion of Er. Whitehurst~ the a~$ention of the Light Committe~ ~a~e called to bad con- ditien of City lights, and especially at the corners of ~ffingham and Bart and Chestnut and Bart streets. Er..Laylor moved to refer to Finance Commit~tee the advisability of purchasing a machine for t~sting lights. The motion was adopted. Er. Laylor moved also that the proper authorities be instructed to place country oa~te com- ing to ~vket along Craw~0~d and South streets and the surplus .of such carts on Eidd!e street only; and~to remove from'the streets partie~av~ing the benefit of country ca~t rates for stands on the streets~without payinEmarket rental therefor. The motion was adopted. On motion of Er. Herbert~ the necessity ~or..sewering Griffin street was referred to Water & Sewerage Committee with power to act. ~ir. Baldwin moved that the attention of the Public Property Committee be called again to the bad condition of floors of the Union Fire House. The motion was adopted. On motion of Mm~. Baldwin, the attention of the Nayor was called to loafing about the pub- lic school building on South street. On motion of Er. Reynolds, the attention of the Sixth and Seventh Ward Boards was called to necessity for having removed night soil in certai~ sections of their Wards. Er. P~nvey presented a report of Hilt~,~Rawlings & Co. for auditing books of the City Audi- tot and City Treasurer,together with a bill ~for same to amount of ;B? 5.00. He moved that said bill be paid when approved ~by ~he Finance Committee, and that ~he report of Hilton, .Rawlings & Co. be referred to said Committee, The motzon was adopted. Er. Houghton called attention to a vacancy on the Sixth Ward Board, but the filling of said vacancy was deferred to a Joint Session of the two branches. On motion of Er. Houghton, the need of a fence around the Union Fire Hot~ee and of a hose d~yer for the Union Fire. Company were referred to Public Property Committee. And on motions, the following other matters were referred tO: - Finance Committee-- A petition of Mrs. Alice A. Alexander to be ~remittsd" .payment of taxes on No. 806 Crawford street for the years 1907-08~. A petition of the American Surety Company to be relieved from liability under the bond of T. Hume~ late City Auditor. A bill of W. A. Fiske to amount of $10.00, for 150 sets of ~change of government petitions." A bill of Frank L, C.~ocke=, attorney-at-l~w, to amount of $200.00, for services to the City in the suit of Eargaret Lee vs. the City of Portsmouth. A bill of J. W. Booth & Bro. to amount of $98.30, said amount being in excess of the 1/1E appropriation for "Drugs" for April, 1915. Street A communication from C. E. Grant in regard to filling purchased for pro- perry of the late C. ~E. Grant. A petition of The Chesapeake & Potomac Telephone Company to be allowed to construct a con- duit from the present manhole at High street and Seaboard Air Line Railway, in location shown on attached copy of drawing. A petition of the Sixth Nard Board to be authorized to proceed with work on County street,. at a cost of about $1~000.00; and also to repair Glasgow street, if available funds are on han~ belonging to the Ward. Public Property & Schools Cormmittee-- A-petition of the Portsmouth Library Association to be =e-imburse~ to amount of $~5,00 fo= granolithic walk leading to 'the public library; said walk having been laid by private parties.~ Fire Committee-- A communication from the Annex Fire Company in regard to need of a horse to draw the chemical wagon of said Company; needed repairs, &c. ~_.~~ On moti6n~ adjourned.
