<br /> While unamimously of the opinion that the present proposition of Norfolk for a Joi~t
<br />water supply be rejected, we think that the matter should be discussed thoroughly by both bran-

<br /> Therefore, we recommend that the whole .water question be refer~ed to a joint meeting
<br />of the two branches of the. Council and the discussion be ope~ to the public, so far as the Chair-
<br />man may deem wise.
