October 11_~1994 <br /> <br /> UAt your S~ptember'27 meeting, you held a joint public <br />hearing with the,.Commissioners of the Portsmouth Redevelopment <br />and Housing Authority on the proposed Amendment Number 3 to the <br />SouthSide IV Redevelopment Plan. This a~endment proposes to <br />change the land use plan for the properties generally bounded by <br />Wavy, First, and Lincoln Streets and the property boundary lines <br />of those properties frontin~ on PortCentre Parkway from <br />Residential-Mixed Land Use ~o Industrial Land Use. The <br />amendment would also change the land use for the former Coast <br />Guard Base property fronting on First Street from <br />Residential-Mixed Land Use to Industrial Land Use. These <br />changes are requested in order to encourage development in the <br />area. <br /> <br /> The Portsmouth Redevelopment and Housing Authority is <br />expected to adopt a resolution reco=~ending approval of the <br />amendment at its next meeting on October 11. I recommend that <br />you adopt a resolution approving the change." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Hawks, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION APPROVING AMENDMENT NO. 3 TO THE SOUTHSIDE IV <br />REDEVELOPMENT PLAN FOR THE SOUTHSIDE IV REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, this Council by resolution adopted May 9, 1978, <br />approved a Redevelopment Plan for the Southside IV Redevelopment <br />Project, Portsmouth, Virginia; and <br /> <br /> WHEREAS, there has been presented to this body for <br />consideration and approval, a copy of an amended Redevelopment <br />Plan for the project area, which Plan consists of 15 pages and 2 <br />exhibits; and <br /> <br /> WHEREAS, Amendment No. 3 proposes to change the Land Use <br />Plan to allow for industrial and industrial-mixed reuses; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority <br />has resolved that this Amendment is in the best interest of the <br />City's renewal effort; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that <br />are imposed by the provisions of the Housing and Co=~unity <br />Development Act of 1974, as amended, including those prohibiting <br />discrimination because of race, color, religion, sex, familial <br />status, handicap or national origin; and <br /> <br /> WHEREAS, in the judgment of this Council it is in the <br />interest of the City and its inhabitants that the said Amendment <br />be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> 1. That Amendment No. 3 to the Redevelopment Plan for the <br />Southside IV Redevelopment Project, having been duly reviewed <br />and considered, it is hereby found: <br /> <br />(a) That the objectives of the Southside IV Redevelopment <br />Project, Portsmouth, Virginia, can be better achieved by the <br />adoption of said Amendment. <br /> <br />(b) That Amendment No. 3 for the project area meets the <br />requirements as a Redevelopment Project under Title 36 of the <br />Code of Virginia, 1950, as amended. <br /> <br /> <br />
