'~ <br /> <br />Ayes= Clemons, Griffin, Hawks, Martin, Pitts~ Rohinett <br />Nays= None <br /> <br />94-408 Letter from the City Manager recommending adoption of <br />an ordinance to amend Chapter 30 of the Code of the City of <br />Portsmouth, Virginia by amending Sections 30-116(c) and <br />30-236(c) pertaining to retirement systems. <br /> <br /> "During the process of amending the retirement code to <br />include the provisions of the "3-2-1" system for the present <br />fire and police personnel, clarification of the ~tatus of our <br />veste~, but inactive, former employees was not addressed. <br /> Employees who have completed the;number of years of <br />service, but who leave prior to being eligible for retirement <br />benefits, are called "vested inactive." These individuals have <br />gone on to pursue other careers or employment elsewhere. <br />However, because they were at one time firefighters/police <br />officers or individuals authorized to be in the fire/police <br />retirement system, and have completed the number of ~ears to <br />become vested, they are eligible to receive benefits when they <br />reach age 60. So as to ensure your intent not to extend the <br />"3-2-1" program to those individuals who were not active <br />employees of the City last July, I have requested the City <br />Attorney to prepare the attached ordinance. <br /> <br /> In addition to modification to the Fire and Police <br /> Retirement System, the ordinance makes similar changes to the <br /> Portsmouth Supplement Retirement System. It clarifies that the <br /> benefits to be received by the vested, inactive members are <br /> based on the benefit package in existence at the time of <br /> leaving employment with the City. <br /> <br /> I recommend adoption of the ordinance to clarify that <br /> former employees who became vested before terminating their <br /> employment with the City, will receive the benefits of the <br /> system that were in effect at the time they left." <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Robinett, to <br /> adopt the following ordinance, and was adopted by the following <br /> vote= <br /> <br /> .AN ORDINANCE TO AMEND CHAPTER 30 OF THE CODE OF THE CITY <br /> OF PORTSMOUTH, VIRGINIA (1988}, BY AMENDING SECTIONS 30-116 (C) <br /> AND 30-236(C) THEREOF, PERTAINING TO RETIREMENT SYSTEMS." <br /> <br /> Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett <br /> Nays= None <br /> <br /> 94-409 - Letter from the City Manager recommending adoption of <br /> a resolution approving Amendment Number 3 to the Southside IV <br /> Redevelopment Plan for the Southside IV Redevelopment Project. <br /> <br /> <br />
