October 11 _1994 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />October 11, 1994, there were present= <br /> <br /> Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., <br />James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward <br />Robinett, Jr., C. W. McCoy, Assistant City Manager, Stuart E. <br />Katz, City Attorney. <br /> <br /> Steven Cotton and Heather Lynn, 4th Grade Students, <br />Douglass Park Elementary School opened the meeting with prayer <br />which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Clemons called the meeting to order and welcomed <br />all in attendance. <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Martin, the <br />minutes of a Called Meeting on September 26, 1994; a Called <br />Meeting on September 27, 1994; a Regular Meeting on September <br />27, 1994~ a Called Meeting on October 4, 1994, to be approved, <br />and was adopted by unanimous vote. <br /> <br />94-401 - Presentation of a "Silver Dolla~ Award" to Richard A. <br />Hart/nan, Director of Public Works/City Engineer. <br /> <br />94-402 - Proclamation presented to Lonnie Sloan for "Turkey Bowl <br />Classic Day". <br /> <br />94-403 Proclamation presented to Burle U. Stromburg for "CROP <br />Walk Day". <br /> <br />94-404 - Proclamation presented to Charles Pfeifer for "National <br />Quality Week". <br /> <br />94-405 Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />94-406 - Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on stress, as it <br />relates to lead in Washington Park. <br /> <br />2. Leslie R. French, 208 Glasgow Street, spoke on the Five Year <br />Plan Committee. <br /> <br />3. Rev. Rudolph Perry, 513 Spectator Street, spoke on closure of <br />night clubs. <br /> <br />4. Rev. Anthony Moses, 3009 Watson Street, spoke on closure of <br />night clubs. <br /> <br />5. Louis Wright, 3303 Brighton Street, spoke on a tree and <br />sidewalk in front of his home. <br /> <br />CITY MANAGER'S REPORT - <br /> <br />94-407 Letter from the City Manager recommending adoption of <br />an ordinance to close an unimproved right-of-way on Duchess <br />Road. <br /> <br /> "The Planning Commission has recommended approval of an <br />application of Guy W. Drake and Jerry G. Ash_berry to close that <br />portion of Duchess Road lying between the western right-of-way <br />line of Virginia Avenue and the right-of-way line of an alley <br />lying between Virginia Avenue and Chautauqua Avenue. The <br />viewers you previously appointed also recommend approval of the <br />application. Closing of this unimproved street will provide <br />additional land to the adjoining lot owners for commercial <br />development. <br /> <br /> <br />
