Rules for government of the Council of the City of Portsmouth. Mr. Browne moved that all of the rules be adopted, except section BE of same, and that section BE be strUck out. The motion was lost. Then Mr. Narkh~um moved that the rules be adopted as adopted by the Joint Session, the amendment was adopted by the following vote: Ayes--Car~, P~ivett, Markham, Wilson, Bagwell, Pile, Nays--Ba~low, Davis, B~owne, 3. To refer .to Joint Water & Sewerage Committee for proper interpretation of the tween the City of Portsmouth and the Portsmouth, Berkley & Suffolk Water Co. Concurred in. and contract be- Third. Matters adopted by the Common Council October 13th and referred to the Board of Aldermen for concurrence. To authorize the Treasurer to renew notes to.amount of $64~000. falling due in November. To appoint a Committee to act with the Committee from the Norfolk City Council for perfect- ing and carrying into effect proper action for the continued improvement of P~zmpton Roads and its tributaries. To instruct the City Collector to proceed at once to collect back taxes, both on real es- tate and personal property; and to authorize him to call on the City Attorney for such advice and assistance as he may need. All of the above were concurred in and by the following vote: Ayes--Davis, Markham, Barlow, Cart, Privett, Wilson, Browne, Bagweil, Pile, 9. Fourth. Communications from the Mayor. A notice was received from the Secretary of ~he League of Virginia Municipalities the meeting of said League in Norfolk October 15~h and t6th had been poetpone~ to meet bet 9thand 10th. Harney as a member of the Board of Harbor Oommissioners was read and was referred to a Joint Session of the two branches of City Council. A Petition of J. T. ~ey to be refunded $1.80 paid in error fo= night soil tax fo~ t~ yea~ 1914 was referred to Finance Committee. A petition of T. J. Morecock to be refunded $41.40 paid in erro~ for hight soil tax for the yea~lgl3, in the Seventh Wa~d, was referred to the Finance Committee. A petition of Chas. R. Welton and Virginia C. Wa~ner to be refunded $1.80 paid in error for night soil tax for the year 1914, in the Sixth ~a=~ was referred t~ Finance Committee. I~v. P~ivett moved to refer to Public ~roperty Committee to look into the condition of roof of the vegetable market and report. The motion was adopted. By the same, that the Public Property Committee be authorized to advertise for bids to fur- nish Jail Supplies'for the year tgtB. The motion was adopted. By.the same, that~the Finance Committee make available to Public Propert2~Committee as much of the $364.01 allowed in the Budget for "Unapproved Bills~ as is unexpended. The motio~ w~s adopted. Mr~ Pile moved to refer to ~he Joint Water & Sewerage Committee the advisability of chang- ing a hydrant from the co~ner of Effinghem and Lincoln streets to Hertz7 and Effinghe~. The motion was adopted. On motion of Mm. Markham, the advisability of appropriating an amount not in excess of to have rules for the government ~f the Council printed, was refer=ed to Finance Committee. On. motion of I~Lr. Browne, the advi~abiiity of paving the so,th side of Ann street, between
