November 17, 1914. On motion, the report of the Committee was adopted, the recommended appropriations being ~eferred to Finance Committee. Water & Sewerage-- Hon. Board of Aldermen. Gentlemen:-- Tour Wate~ & Sewerage Committee respectfully reports herein concerning the following matters referred to the Joint Water & Sew- erage Committee October 13-20, 1914: Referred by two branches October 13-ZOth. For proper interpretation of the contract between the City of Portsmouth and the Ports- mouth, Berkley & Suffolk Water Co. At a meeting of the Joint Water & Sewerage Committee Friday, November 6th, there were present with the CommitSee the City Attorney, Mr. T. J. Wool and other representatives of the Water Company, Presiden$~$f the Boamd of:~Aldermen, and citizens. After the re~d~ng of sundry complaints fro~ citizens about water charges; ~c., the matter referred was t~o'~bughly discussed and finally it was decided to recommend to your honor- able bodies, and we do recommend, that the City Attorney be instructed to lay these complaints before the Corporation Commission for the purpose of having them adjudicate~ by said Commission. A petition of Jos. F. Culpspper and sundry other residents of the Sixth Ward for a hycbrant at North street and Eleventh avenue. Progress.as to same.; To take up with the Portsmouth~ Berkley & Suffolk Water Co. the advisability of pttrchasing its water supply. Progress. To consider the advisability of purchasing 600 feet of rubber hose for flushing purposes. We report that this matter will be considered for the Budget for 191~. Referred by Board of Aldermen October ZO~h. ~dvisability of 6hanging a hydrant from the corner of Effingham and Lincoln streets to Hen- ry and Effingham. Progress. Advisability o~ the City buying one-half dozen "clean-Cut" boxes, to be placed in sewer lines at the curb leading to the public building the first time the sewer has to be cleaned out. Gentlemen:-- Your Ferries & Public Docks Committee respectfully reports herein concerning the following matter referred to the Joint Ferries & Public Docks Committee October 1~, 1~14: Referred by Common Council October 13th. A communication from ~he Consolidated Investment Co., o£fering for sale to the a municipal dock the "Cat Hole" property. Progress as to same. City for The Committee desires to know whether the ends of streets running to the water comes under the jurisdiction of this Committee or the Street Committee. (Signed) N.B. On motion, the report of the Committee was adopted and on motion, it was decided, as de- cided by the Common Council, that the Street Committee has charge of the ends of streets. UNFINISHED BUSINESS. First. Matters adopted by the Board of Aldermen October gOth and referred to the Common Council for concurrence. To refer to a special committee of five the~-~__tter of gas rates, quality and all other conditions of gas furnished by any gas company to the citizens of Portsmouth and all or any matters relating to the rights and privileges of gas companies doing business in the~City of Portsmouth. To autho?ize the Almshouse Committee to advertise for bids to supply rations for the AlmshOuse and medicines for the poor of the City for the year 1915. To authorize the Public Property Committee to advertise for bids to furnish Jail Supplies. To instruct the City Collector to collect rents from the occupants of property lately ac- qMired by the City for the opening of Dinwiddie street from the time the City paid for said property, the rent to be no~ less than ~en dot-lets each. The Common Council amended the last section so as to require Morris Eata to ~ay $6.00 for the ~e at the corner of Harrison and Fifth s~reets, and Frederick Allen to pay $5.00 per month for the property occupied by him; but both these occupants to vacate this property
