<br />View, and also to ascertain the legal liability of the City for any damages to persons and pro-
<br />lmerty on the West Park View Bridge, caused by street oars.
<br /> We have discussed this matter with the City Attorney and submit his written opinion
<br />concerning same: "Portsmouth, Va., April 1E, 1915.

<br /> - ,Renlying to the question, referred to me by the City Clerk from the Board
<br />cf Aldermen, "as to whether the pr_eposed chang® ~o.f street car routes to Park View would affect
<br />the present franchises with the S~eet Oar Companies,." I beg to say~--
<br /> "That the Virginia Railway and Power Company bezng the successor ~f~all the former street
<br />car lines of the City has full power and authority to use such stP~ets as have been granted to
<br />them or it, since it succeedsd ~o the former companies, and run its cars interohangeably over
<br />the several lines of the former companies so long as it ,maintaine~its schedule and complies with
<br />the contracts with the C~.ty~ and by its so doing the former franchises are not affected. Should
<br />any other streets be deszred a new franchise for the same should be acquired according to law.
<br />I have no doubt that the Company would require such franchise before occupying any additional
<br />streets.

<br /> The report having been read, on motion, the section recommending that a pi~e be run across
<br />Harrison street to empty ~ntthe east side of Washington, at an estimated'cost of$750, was re-
<br />committed.
<br /> In this connection, Mr~ Markham asked.&bout Wythe street gutter, between Court and Third,
<br />and some discussion followed concerning same, but finally, on motion, attention of the Street
<br />Committee, was called to this gutter.
<br /> The opinion of the City Attorney in regard to "whsthe~the proposed change of street
<br />car routes to Park View would affect the present franchises~wxth the ~tre~t Car o°mPan~es," was
<br />ordered to file.
<br /> Then, on m~tion, the report of Committee was adopted, as amended.
