I beg to say~-- <br /> "That the Virginia Railway and Power Company bezng the successor ~f~all the former street <br />car lines of the City has full power and authority to use such stP~ets as have been granted to <br />them or it, since it succeedsd ~o the former companies, and run its cars interohangeably over <br />the several lines of the former companies so long as it ,maintaine~its schedule and complies with <br />the contracts with the C~.ty~ and by its so doing the former franchises are not affected. Should <br />any other streets be deszred a new franchise for the same should be acquired according to law. <br />I have no doubt that the Company would require such franchise before occupying any additional <br />streets. <br /> "Respectfully submitted, <br /> <br />"Jno.
