<br />development of the PortCentre sites, several streets need to be
<br />closed. These streets are Ruth Brown Avenue betWeen Lincoln
<br />and Wavy Streets, Henry Street between First and Third Streets,
<br />Third Street between Lincoln and Wavy Streets and Randolph
<br />StreetbetWeen~ Third and First Streets, The Noticeof
<br />ApPlication and Request for Appointment or,Viewers has been~
<br />advertised.

<br /> We have submitted a request for the renaming of First
<br />Street to Ruth Brown Avenue to the Planning Commission for
<br />their next meeting on November 1, 1994. This item would then
<br />apPear~on the January 10, 1995 City CoUncil agenda,
<br />
<br /> I, therefore, recommend the adoption of~a resolutlon
<br />appointing viewers for this application."
<br />
<br /> Motion bY Mr. Martin, and seconded by Mr. Cle~Ons, to
<br />adopt the following resolution, and was adopted by the
<br />following vote:
<br />
<br /> "A RESOLUTION APPOINTING VIEWERS FOR THE CLosING OF
<br />PORTIONS OF THIRD STREET, RUTH BROWN AVENUE, HENRY STREET,
<br />RANDOLPH STREET AND,A LANE OR ALLEY,
<br />
<br /> WHEREAS, the Department of Economic Development has made
<br /> application to vacate, close and discontinue the hereinafter
<br /> described streets and lane or alley, and it appearing that
<br /> Notice of Application and Request for an Appointment of Viewers
<br /> has been advertised as required by law.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City
<br />of Portsmouth, Virginia, that Roy Leinart, Johnny Mason, Simon
<br />P. Arrington, Raymond Tweed and Matthew Peanort be appointed
<br />viewers and that Charles R. Hudgins and Harry Fallon be
<br />appointed alternate viewers in the event one of the preceding
<br />viewers fails to participate, said viewers to view the
<br />hereinafter described streets and lane or alley, and to report
<br />to this Council whether in their opinion, any, and if any what,
<br />inconvenience would result in vacating and closing the
<br />following=
<br />
<br />ALL that portion of Third Street lying between the north
<br />right-of-way line of Lincoln Street, and the south right-of-way
<br />line of Wavy (formerly Harrison), Street.
<br />
<br />ALL that portion of Ruth Brown Avenue (formerly Second Street),
<br />lying between the north right-of-way line of Lincoln Street,
<br />and the south right-of-way line of Wavy (formerly Harrison)
<br />Street.

<br />ALL that portion of Henry Street lying between the West
<br />right-of-way line of Third Street, and the west right-of-way
<br />line of First Street.
<br />
<br />ALL that portion of Randolph Street lying between the west
<br />right-of-way line of Third Street, and the west right-of'way
<br />line of First Street.
<br />
<br />ALL that lane or alley lying in the block bounded by Wavy
<br />(formerly'Harrison) Street, Randolph Street and Ruth Brown
<br />Avenue (formerly Second Street), and First Street and being
<br />parallel to First Street.
<br />
<br />Exhibits showing the area of the streets and lane or alley to
<br />be closed may be found in the Office of the City Attorney, 6th
<br />Floor, Portsmouth City Hall Building, 801 Crawford Street,
<br />Portsmouth, Virginia."
