<br />of the City lying and being within the present boundaries of the First, Second and Third Wards.
<br /> "Districz~ SS, All t_hat part of the City lying and being within the present boundaries of
<br />the Fifth and Sixth ~ards.
<br /> "District $3, All that part of the City lying and being within the present boundaries of the
<br />Fourth and Seventh Wards.
<br /> '"And that the City Council name three Trustees from each of such districts, one from each
<br />district to be chosen for a period of one year; one fzom each district for a period cf two years$
<br />and one from each district for a period of three years; and that at least one member of the three
<br />representatives from: each district as School Trustees or member of the Board must be a~resident
<br />of each of the present City Wards; with the proviso that at the expiration of each term, then and
<br />thereafter, successors are to be chosen-for terms Of three years, and with th~ further proviso
<br />that alt incumbents shall hold over until their successors are name~, and quallfied.~

<br /> "Each private automobile, a fla~ tax of $5.00.~ ' (License Tax Ordinance~o

<br /> Giving the following reasons therefor:
<br /> "My reason for vetoing your act in sending to the
<br />"Sewerage Committee, with power to act, necessity for sewering Griffin street," is that I can
<br />not approve any legislation that carries with it any expenditure of public monies unless the a-
<br />mount is specified. While I am in favor of the contemplated improvement, my approval is con-
<br />ditioned on the cost of the same. Your failure to name the amount necessary to promot~ this
<br />work was the cause of my withholding my approval. .
<br /> "In relation to the flat tax of $5.00 on every private ~tomobzle, my disapproval of this
<br />tax is based on the fact that automobiles are tangible personal property easily valued and lo-
<br />cated and pay a personal property tax to the City of ~$1.?0 on the hundred dollars, and therefore,
<br />should not be made to pay a second tax simply on account of their method of propulsion. The gas
<br />driven vehicle has e~erseded the horse driven vehicle in a great many instances and is used for
<br />the same purpose for which the horse driven vehicle is used.
<br /> "In my opinion, there is no just reason why the additional tax should be imposed and the
<br />horse driven vehicle used for private purposes is not taxed.

<br /> The vetoes of the Mayor having been read and the reasons therefor, the Chair put the ques-
<br />tion, "Shall the action of this body May llth with regard to "referring to Sewerage Committee,

<br />each private automobile, stand as recorded~ not~i~ktanding the vetoes of the Mayor to the con-
<br />trary~"
<br /> ~hereupon, the action of the body May ilth ~ith regard to "referring to Sewerage Com-
<br /> mittee, with power to act, necessity for sewering Griffin street" failed of being suatained by
<br /> the following vote:
<br /> For not sustaining action:
<br /> Ayes-~arkham, Barlow, Cart, Adams, Privett,
<br /> Wilson, Browne, Frey, 8.
<br /> For sustaining action:
<br /> None.

<br /> And the action of the body on May llth imposing "A flat tax of $5.00 on each private auto-
<br /> mobile" failed of being sUstained by the following vote:

<br /> The following ordinance ordered to lie on the table by tb~s body Nay 1Sth was taken.up and
<br />read:
<br /> AN ORDINANCE ENTITLED, AN ORDINANCE FOR THE PROTECTION AND SALE OF FOOSTUFFS.
<br />
<br /> Whereupon, Er. Pr ivett moved that the ordinance be amended by adding the following clause:
<br />"provided said ordinance shall be effective between April tat and November tst yearly."
<br /> The amendment was lost and then the ordinance was adopted as presented and by the follow-
