<br /> At this point, Mr. Langhorne stated that he desired permission to retire, but before
<br />l~aving, he would like to call the attention of the body to a matter which he thought ought to
<br />be straightened out; Viz, that the Commissioner of Revenue had assessed a license tax on the
<br />Portsmouth Savings and Loan Corporation for $300.00, whereas the License Tax Ordinance calls for
<br />a tax of $100. on same; and he moved aS the sense of this body that the Commissioner of Revenue
<br />be instructed to-assess a License Tax of $100. against said Corporation'and if $300. has been
<br />paid by it, that $~00. be reikmded. The motion was adopted.

<br /> The Common Council on June 8th concurred in action of the Board on May 18th in referring
<br />to Finance Committee the following: the placing of country carts coming to market along Craw-
<br />ford and South streets and surplus of such carts on Middle street only and the removal from the
<br />streets of parties having the benefit of country cart rates for stands on the streets without
<br />paying market rental therefor.
<br /> T~e Common Council concurred also in action of the Board on May 18th in referring back
<br />to the Street Committee application of the Chesapeake & Potomac Telephone Co. to construct a
<br />manhole at the corner of Court and High strsets, and to lay a conduit north and South, in order
<br />to require said Company to give a bo~d for $5,000. to secure the City before the work begins.

<br /> "For a year or more I have had under discussion with the City
<br />Engineer the feasibility of his office preparing a mac of the City's natural drainage and de-
<br />fining the rights of the City's holdings in the same. This matter has impressed itself upon me
<br />not only as a present necessity but also as a future necessity.
<br /> "The recent unusual rains have Clearly demonstrated the inability of the present condition
<br />as to ~=ainage to take care of an unusual fall of water; in fact, it does not satisfactorily take
<br />care of normal rain fall.
<br /> "In vzew of these facts, I r~spectfully call your attention to the o~structed flow of water,
<br />first, in the basin at the intersection of Nashington and F~rrison streets; to the property un-
<br />der Dinwiddie stree~ hear Wythe; to the daily endroachment on the canal east of Union Bridge to
<br />the Cat Hole, with especial reference to the intersection of Middle street 'with said canal; the
<br />piping under Washington street, north from High to Swimming Point Creek; the gradual filling in
<br />of ~wimming Point Creek; Gander Creek and Scotts Creek.
<br /> "To my mind, the immediate looking after these interests~is of vital importance.

<br />for May, 1915.
<br /> To pay'a bill of the Board of Harbor Commissioners to amount of ~375; covering payment on
<br />acoount of appropriation of $1~00. for ~iscal year ending J~e 30, 1915.
<br /> Special appropriation of $195. for ~epairi~g apprsach to t~e Hospital B~idge.
<br /> To ma~e avaimable 1/E of amount of $~50. aziowed mn the Buaget for "0rpnan ~sylum."
<br /> To allOW t.he Consolidated Investment Co. to grade Green street, between Randolph and Lin-
<br />coln streets, provided substantial driveway of shells or cinders be put there by the Company,
<br />and thework be done under the supervision of the City F~ugineer.
<br /> To allow Fort Nelson Chap., D. A. R., to place on the Court House Squ~re a "memorial" to
<br />Commodore Richard Dale. under the direction of the Public Pronertv Committee.
