<br />avenue, south of Duke; three poles on Tenth street, between Not. th and Glasgow; and one pole on
<br />North street, west of Tenth street; in accordance with copies of drawings accompanying petition;
<br />the work to be done under the suloervision of the City Engineer.
<br /> To grant permission to W. S. Parker to install a gasoline pump at the corner of South
<br />street and Prentis avenue; and to D. Sullivan to install in front of his store No. 60Z-04 Mid-
<br />dle street a gasoline curbTpump; the work to be done under tH~ supervision of the City Engineer
<br />and Chief of the Firs Department.
<br /> Award made to J. E. Ranrahan & Co. to ~nlarge Grimes Battery Gun Room with brick for the
<br />sum of $1,849.00, and award made to said firm to brace the building at a cost of ~.75; and
<br />superintendent to be employed at a cost of $50.00; the whole amount being within the appropria-
<br />tion of $~,000. allowed by Council for such work.

<br /> The regclar reports of Officers for the month of September, 1915, were presented and were
<br />ordered to take the.usual course.

<br /> A request was received from the Treasurer to make notes to amount of $10,000. for Public
<br />Schools for November, 1915, and to renew notes to amount of $8?,699.99, falling due in NovembeL
<br />1915.
<br /> On motion, the request to ~ake notes to amc,mat of $i0,000. was referred to the Finance
<br />Committee, and the request to renew notes was gran~ed~and by the following vote:

<br /> A petition of the Portsmouth Savings and Loan Corporation to be refunded $~00. paid in ex-
<br />cess for license tax, the Court having recently given a decision in a similar case.
<br /> On motion, the petition was referred to the Finance Committee.

<br /> Mr. E. L. Lash notified Council of his inability to serve as. a member of the ~oard cf Health
<br />from the First Na~d, a~nd the matter of electing his successor was referred to a Jomnt Session
<br />of the two branches of~OoUnoil.
<br />
<br /> A letter was read from the Board of Health enclosing a communication from Mr. Nm. H. Peters
<br />concerning the collection and hauling of garbage in the City, in which letter the Board asked
<br />the Council to look into the advisability of having the carts properly covered and disinfected
<br />at intervals. ~
<br /> On motion, the matter was referred to the Street Committee.
<br />
<br /> A petition was-received from the Sixth Ward Board asking that a specia2 bond issue of $45,
<br />000. be made f r samd ~ard, to enable mt to make permanen~ mmprovements by paving three of the
<br />cross mtr~et roadways and laying a sidewalkon one of the streets leading into the Oity.
<br /> On motion, the petition was referred to the Finance Committee.

<br /> A request of the Park Commission to have transplanted some of the oak saplings on the Alms-
<br />house g~ounds to certain points on sidewalks ih tbs City where the owner of the~abutting proper-
<br />ty will pay the cost of transplanting, and that part of the Almshouse tract be converted into
<br />a park, were referred to the Almshouse Committee.

<br /> A petition of the Almshouse Committee that Council request the Virginia Railway & Power
<br />Co. to extend its tracks to the Almshouse grounds, and to have the lsaud fronting on the boule-
<br />vard set in grass this fall, was referred to the Btreet Committee.
<br />
<br /> A petition was read from R. B. MacDonald, Captain of Grimes Battery, that said Battery be
<br /> allowed to use the north end of Effingham street to stable thirty-two horses, which will be
<br />-issued to it by the State if stable facilities are provided.
<br /> Mr. Privett moved that said petition be referred to Street and Public Property &
<br /> ~choole Committees Jointly.
<br /> Mr. Markham moved to amend, that the petition be filed. The amendment was adopted.

<br /> Mr. Langhorne moved to refer to Finance and Rules committees jointly the advisability of
<br />a Purchasing Committee to purchase all supplies needed for the Oity.
<br /> The motion was adopted.

<br /> Mr. Cart moved to refer to the Light Committee to consider the exoees of "outage" in arc
<br />lights. The motion was adopted.
