<br />men (substitutes), under reoentiy adopted ordinance.
<br /> It is recommended that the Board o£ Police Commissionersbe authorized to appoint as
<br />many patrolmen as t.hey may deem necessary for duty in the Police Department; provided said num-
<br />ber does not exceed twenty; as provided in section S01 of City Ordinances.
