<br /> An "Ordinance =o Amend and Re-ordain Sub-section 'D' of Section $8~, Entitled an Ordinance
<br />for the General Rules of the Road~ was reported by the City Attorney as having been held illegal
<br />by the Court of Hustings. ·
<br /> On motion, said ordinance was referred to the Ordinance Committee for report.
<br /> A request of the City Treasurer to borrow $10,000. for Public Schools for November. 1Si~,
<br />was referred to the Finance Oommit~ee~. but a..request to renew notes to amount of $57,69§.99,
<br />falling due in November, 1915, was passed by for lack of a ie~al majority therefor.
<br />
<br /> NEW BUSINESS. (Mr. Montague excused).
<br />
<br /> A petition was received from the Portsmouth Public Library AsSociation for an annual appro-
<br />priation of $600. towards support of said Library.
<br /> On motion, said petition was referred to Finance Committee. And in connection with same,
<br />Mr. Burgess moved to refer to Finance Committee the advisability of appropriating $I~. ~e~%~$
<br />Library to help meet its expenses for the months of November and December, 1915.
<br /> The motion was adopted.
<br />
<br /> A request was read from the Ohambers Fire Co. to be allowed to use the playground the first
<br />week in November for purpose of holding a carnival, and to be relieved from payment of a license
<br />tax thereon.
<br /> On motion, the request was referred to the Park Commission with power to act, but Mr.
<br />1~right (Earl H.) said he desired to be recorded as ~eing opposed to allowing the playground to
<br />be used for carnival purpose.
<br />
<br /> At this point, the petition of certain colored citizens for an appropriation of $160. to
<br />provide a public night school for colored children of the City, referred to above, was readS and
<br />after some discussion
