October 1~ 19i5. Nr. Burgess moved that the Ordinance and Finance committees be requested to draft a suit- able ordinance providing for a four mill water tax, said tax not tc become effective until such municipal water p~ant shall have been completed and put into~ operation, at which time time as a mill water tax to become and be a part of the general City levy f~or ths purpose of said four providing re~enue for gensral City purposes. The motion was adopted, Nr. Harvey moved that the Clerk request the various City Officers to make ever~ possible effort to get lh~ir yearly reports to the Nayor, so that the .Namer's Nessage" may be presented to the Council at the proper ~ime. The mo~ion was adopted. On motion of N~. Noore (Robt.
