Burgess moved that the Ordinance and Finance committees be requested to draft a suit- <br />able ordinance providing for a four mill water tax, said tax not tc become effective until such <br /> municipal water p~ant shall have been completed and put into~ operation, at which time <br />time as a mill water tax to become and be a part of the general City levy f~or ths purpose of <br />said four <br />providing re~enue for gensral City purposes. <br /> The motion was adopted, <br /> Nr. Harvey moved that the Clerk request the various City Officers to make ever~ possible <br /> effort to get lh~ir yearly reports to the Nayor, so that the .Namer's Nessage" may be presented <br />to the Council at the proper ~ime. The mo~ion was adopted. <br /> On motion of N~. Noore (Robt.
