5.1 9 <br /> Nove~er 8~ 1994 <br /> Motion by M~. Robinett: and seconded by Mr. Clemons, to <br />adopt the following resolution, and was adopted by the following <br />vote: <br /> <br /> "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A <br />PORTION OF WAVY STREET AND A LANE, IN THE 200 BLOCK OF WAVY <br />STREET. <br /> <br /> W~EREAS, the Department of Economic Development has made <br />application to vacate, close and discontinue the hereinafter <br />described street and lane, and it appearing that Notice of <br />Application and Request for an Appointment of Viewers has been <br />advertised as required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virgln~a, that Roy Leinart, Johnny Mason, Simon <br />P. Arrington, Raymond Tweed and Matthew Peanort be appointed <br />viewers and that Charles R. Hudgins and Harry Fallon be <br />appointed alternate viewers in the event one of the preceding <br />viewers fails to participate, said viewers to view the <br />hereinafter described street and lane, and to report to this <br />Council whether in their opinion, any, and if any what, <br />inconvenience would result in vacating and closing the <br />following: <br /> <br /> ALL that certain piece or parcel of land, situate, lying <br />and being in the City of Portsmouth, Virginia, sometimes <br />described as a lane, which lane ~s a strip of land approximately <br />12.586 feet in width located in the center of the block bounded <br />on the north by Wavy (formerly Harrison) Street, on the east by <br />Ruth Brown Avenue (formerly Second Street), on the south by <br />Randolph Street and on the west by Third Street, said parcel or <br />strip of land being parallel to Ruth Brown Avenue and Third <br />Street, and running from the southern right-of-way line of Wavy <br />Street, south to the northern right-of-way line of Randolph <br />Street. <br /> ALL that portion of Wavy (formerly Harrison) Street bounded <br />on the east by the western right-of-way line of First Street and <br />on the west by the eastern right-of-way line of Ruth Brown <br />Avenue (formerly Second Street)." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-442 Letter from the City Manager recommending adoption of a <br />resolution authorizing the City of Portsmouth's 1995 Legislative <br />Proposals to be presented to the Portsmouth Delegation for <br />action in the 1995 General Assembly session. <br /> <br /> "Attached for your review and consideration are the draft <br />1995 Legislative Proposals. This document has been divided into <br />3 sections which include: Appropriations Requests in Order of <br />Priority, Effective Government Requests in Order of Priority, <br />and Items to Monitor with Significant Impact on the City. In <br />addition, there is an Addendum to the document which contains <br />the Virginia Municipal League's 1995 Legislative Proposals which <br />were adopted at the Annual Conference recently held in Norfolk. <br /> <br /> Key items under Appropriations Requests include: Funding <br />for the Pinners Point Connector, the Children's Museum of <br />Virginia, House Bill 599 Funding to Support Law Enforcement, and <br />State Aid for Public Libraries. Effective Government Requests <br />include: A State Code Change for Incorrigible Youth, State <br />Mandates, and Reimbursement for Expenses for Driving Under the <br />Influence (DUI) Convictions. There are 10 issues under Items to <br />Monitor with Significant Impact to the City. <br /> <br /> <br />
