Clemons, Bernard <br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, <br />Stuart E. Katz, City Attorney. <br /> <br /> Sara Lynn Lewis, 12th grade Student, Woodrow Wilson High <br />School, opened the meeting with prayer which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Robinett, the <br />minutes of a Called Meeting on October 25, 1994; a Re~lar <br />Meeting on October 25, 1994; be approved, and was adopted by <br />unanimous vote. <br /> <br />94-436 - Proclamation presented to Michael Spencer for "American <br />Education Week". <br /> <br />94-437 - Presentation of a special pin to a newly appointed <br />Board member. <br /> <br />94-438 - Non-Agenda Speakers <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemons, to <br />suspend the rules of order and allow Jackson Shaw to speak an <br />additional two minutes, and was adopted by a vote af 6-1 <br />(Hawks). <br /> <br />1. Jackson Shaw, 503 Linda Road, spoke on a retirement <br />adjustment for retirees. <br /> <br />2. Leslie R. French, III, 208 Glasgow Street, thanked the City <br />officials for their support of the Annual Ghost Walk in the Olde <br />Towne community. <br /> <br />3. J. Brewer Moore, 308 Bobby Jones Drive, spoke on fiscal <br />stress and a newspaper article on the Girls, Inc., use permit. <br /> <br />- CITY MANAGER'S REPORT <br /> <br />94-439 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $211,740 from the Capital <br />Improvements Fund for the repair and replacement of roofs on <br />various City-owned buildings, and a motion awarding the contract <br />to the low bidder of each project. <br /> <br /> "The 1993-94 Capital Improvement Plan authorized continued <br />funding for the repair and replacement of roofs on various <br />City-owned buildings. Among those buildings identified as <br />having the greatest need were Willett Hall, the City Jail, and <br />the Human Services Garage. These repairs/replacements were <br />found to be necessary so that the City's investment in its <br />facilities plant can be protected from incurring serious water <br />damage. <br /> <br /> Bids have been received for the three buildings and a <br />listing of bidders is attached for your review. The Assistant <br />City Manager recommends that the low bidder for each building be <br />awarded the bid for a total project cost of $169,392 with an <br />additional 25% added for contingencies. <br /> <br /> <br />
