<br />n~tion, w~s prejudicial a~inst the City of Portsmouth, if passed, tO the extent of hundreds
<br />of thousands of dollars--
<br /> "Recognizing thmt it would be impossible to get the sanction of the Council to protect
<br />the City's interest in the m~tter, ~as au emergency, I appointed ~he Health Officer, Councilman
<br />Markham, aad Auditor Brinson, to proceed to Richmond and protect the City's interest.
