"Gentlemen:-- It having come to my notice that a bill before the Legis- lature for the supposed protection of the fish aud~oyster industries ~g~inst sewerage oont~m~i- n~tion, w~s prejudicial a~inst the City of Portsmouth, if passed, tO the extent of hundreds of thousands of dollars-- "Recognizing thmt it would be impossible to get the sanction of the Council to protect the City's interest in the m~tter, ~as au emergency, I appointed ~he Health Officer, Councilman Markham, aad Auditor Brinson, to proceed to Richmond and protect the City's interest. "They performed that service credit&bly and inform me that the "Row Bill" h~s been with- d~awn and they have every assurance when the bill is re-introduced, that Portsmouth will be eliminated. "Respectfully, F. S. Hope~ Hayer." This communication was accompanied by three bills of the committee sent to Richmond, to amount of $~5.00.
