<br />School and ne~o School, and for obtaining prices and options on the sites.
<br /> We have further considered this matter with the Superintendent of the Public Schools
<br />and members of the School Board, and submit herewith thefollowing joint report of the School
<br />Board and Public Property & Schools ComMittee:
<br /> "l. T~at in re,rd to the site for the new High
<br />school building, the block bf~ground bounded by High St.~ Fourth 'AVe., Queen St., and Third
<br />Avenue h~s been selected for the s~me, and that options have been~ secured upon all this pro-
<br />perty, the purchase price to be $19,500.00,
<br />
<br /> "2. That the si~e selected for the colored school is the block Of ground bounded on three
<br />sides by Clifford St., Chestnut St., and Bart St. (extended), and that negotiations are now
<br />going forward for the acquisition of this property by purchase at a fair price; failing in which,,
<br />
<br />condemnation proceedings will be instituted.

<br /> ~. Privett moved to lay the section relating to purchasing
<br />Sentral Market on the table for one month. The motion was s~iopted~
<br />
<br /> Mr. Markham objected to the section relating to School sites. He eon~ended that the
<br />matter o~ locations and prices of lots ~as referred to the Public Property & Schools Committee~
<br />for though said Committee might consult the School Board as to locations, &c., the report on
<br />same should have been made by the ~blic Property & Schools Committee alone.
<br /> The Chair ruled that the report as presented was in order.
<br /> Mr. Ma~ham appealed from the decision, but the ruling of the Chair was sustained.
<br /> Er. Brow-ne moved to adopt the repor~ as presented.
<br /> As the Clerk did not call the name of Er. Frey from the Sixth Ward in the vote on
<br />sites, the question was raised by Mr. Markham as to his right to vote. The Chair decided that
<br />on question of sites Er. ~rey h~d the riEht to vote.
<br /> Mr. Langhorne vacated the Chair for a discussion of the question and ss~me was occu-
<br />pied by Er. Browne.
<br /> The decision of the Chair (~v. Lan~horne~ was sustained, and the report w~s adopted
<br />by the following vote:
<br /> Ayes--La~ghorne, Hudgins, Barlow, Cart, Adams, Privett,
<br /> Browne, Frey, 8.
<br /> Nays--Markham, 1.-
<br />
<br /> Mr. Markhsm~ then moved that the question-of right of Mr. Frey to vote,as .above~,_be re-
