<br /> The Council may recall that, in aocordauoe with a contract made with the Virginia
<br />Railway & Power Co., dated July 24, l~13, to double track upper High street, the said Company
<br />was allowed a period of five years from the date of the fr~uchise in which to straighten the
<br />track and place a double track at the Junction of Effingham a~d High streets, and also at the
<br />expiration of ten years it was to reconstruct the tracks, &c.
<br /> But, in a later Conference of zhe Committee with the Officials of the said
<br />Company concerning their tracks 9n upper High street, they have agTeed to double t~ack High
<br />et. est, between Cooke a~d Pearl (where there is now a single track~, and to place a crossing
<br />where Hatton street, if extended westward, would meet High street, and in accordance with plans
<br />submitted for same~
<br /> Therefore, it is recommended that the Company be permitted Zo do this work.
<br />
<br /> We report further that Joseph Bmrrett, a faithful street ha~d for ma~y yea~s past,
<br />is completely disabled from work, being paralyzed and bed-ridden, and the Committee recommends
<br />tha~ he be allowed half of his d~ily pay as street haud for the remainder of the short time
<br />he will prob~cly live.

<br /> It is further recommended that ihs approprimtion of $1~0. allowed in the Budget
<br />~Ann St. Sidewalk~ be m~ie available, and that the Committee. be authorized to advertise for
<br />bids to do the work.

<br /> To prepare an ordina~uee authorizing the Board of Police Commissioners to appoint as m~ny
<br />patrolmen as it may deem necessary £or duty in the Police Department, provmded sam~ number does

<br /> We find that no new ordinance is necessary in regard to appointment of substitute
<br />policemen but' simply a resolution puttin~ ~ection 301 of the City Ordinauoes into effect, aud
<br />we, therefore, recommend the adoption of the following:
