<br /> The following reports of Officers for the month of August, 1~16, were presented and refer-
<br />red to the Fine'ce Committee: City Engineer, Physician to the Poor, City Collector,'City~Audi-
<br />tot, and City Treasurer.
<br /> The Auditor submitted rep~rt~ of the financial condition o£ the various Departments of the
<br />City for the month of August, ~16, and s~me were referred to the Fin~uce Committee.
<br /> The Auditor made the following.report of bills held up by him, because of l~ck of.appro-
<br />nriati~n or b~cause they exceeded 1/12 of appropriation for same: General A~dm~n~str~t~gn,
<br />$~g~ Almshouse. $~2.~0; Board of Health, $?.O0; Cemeteries, $~00; Fire, $56~3; ~ommce,
<br />$19.50; Streets,
<br /> On motion, said bills were referred to the Finance Committee.
<br /> The following opinions,requested of the City Attorney September 5th, were read and were

<br /> ReP~ying to your~req~est for my opinion on the several m~tters referred
<br />by you~ meeting held S~ptember 5th, 1~18, communicated to me by the City Clerk, I beg to say

<br /> "1. To advise the Mayor as to his duties with relation to the Police ~ Fire Departments:
<br /> "Under the provisions of the last clause of Section 6-0 of the Acts of the General Assembly
<br /> authorizing a change in the form of City Government,~(Acts 1~16 P. 672~ 67E), the City
<br /> would have the power to appoint a~d'remove the members of thesetwo department's, bdt as we, at
<br /> present, hmve no City Ma~ger I conclude that the provisions of Section ~of said Act prevail,
<br /> thus giving the Council that power until the City Manager is _~ppointed.
<br /> "2. To give~ opinion as to the mauner in'which Justices of the Peace are provided for:
<br /> ~u~ices of the Pemce~e~n~ Judicial of~icers~are to be appointed and removed by the Coun-
<br /> cil under the provisions of SeotiQn 8 of said Act; the ~ity Mar~ger having no power in this re-
<br /> spect. One Justice for each ward.~in the City.

<br /> the Sinking Fund Commission, which~is exceptsd by the Stmtute, the Council, by a m~Jority vote

<br /> Mr. Dashl~ll moved that the Public Property Department be ~uthorized to procee~with work
<br />on ~e C~tyE~ll, so far as funds ar-e avmilable for same. The motion was adopted.
