P, September (With Sanitazy Inspector) Attention called to offensive odors given out by the Incine- rator Pl~nto We report that the Incinerator Plant is in ;splendid WOrking order and that the trouble complained of comes from a factory near the Belt Line Railroad and does not come from the City Incinerator. A petition of Counsel ~$r~ Miss Ella J. Cassell ~nd Mrs. Helen S. Webster for a change of location of ditch runninE across lot at the northeast corner of Duke and Effingham streets. It is recommended that action on this petition be deferred until the appoiniment of a City Manager. Public Property-- '~ ~o ~r:~ten report, Public Safety-- No written report. Public Welfs~re-- No written report. Finance-- A petition of W. F. Shaw to be refunded $5.%0, paid in error for~ soil tax for the year l~lS, Seventh Ward. It is recommended that Mr. Shaw be refunded said amount, out of Seventh Ward funds. An appropriation to employ an expert accountant to make a complete audit of all books and accounts of City ~$fficials as of August 31, 1~16. We submit herewith two bids for the auditing ~f said books smd accounts. (See betow~. A report of the Auditor that the fo!lowing~appropriations are needed for various Depart- ments: Eourt Officers & Expense, $17~.00: Coroner'~ Inquests, $300.005 Elections, $3?5.00; Interest on Notes, $3,300.00; Poii~e~$10$.00; Sixt~ Ward, $50,$0; Seventh Ws~r~, ~50.00. It is recommended that special appropriation Be a/lowed to cover the f~llowing~iteme: Court Officers & Expense, $175.00; Interest on Notes, $3,300,00; POlice, $100.00; Sixth Ward, $50,00; and Seventh Ward, $50.00. We report that s~u appropriation to cover Coroner's Inquests was provided for by the Council September 5th by a/lowing $22~.50 for same; and the appropriation for Elections is not needed at this time. An appropriation of $20° for a light at the corner of High and Effingham streets. It is recommended that an appropriation to said amount be allowed to install the light. A petition of the School Board for an appropriation of $182,000. for the building and ~uipment of a High School and Negro School building. We report that we have written the School Board that the Department will be ready to confer with them about the mppropri~tion as soon as said Department shall have heard .from the Commissioner of the Revenue about assessed values of City property, &c; (With Public Property Committee) Matter of repairs $o the City Jail roof. It is ~e~ommended that this matter be referred to the Public Property Department. An appropriation of $225. for a fire proof door for the o!~ vault and ~ steel mone% chest for the office of the City Collector. An appropriation of $1,200. nut. It is recommended that partment. (With POlice Committee) A petition of the Board of Police Commissioners for an appropria- tion of $31.20 to purchase 12 pairs of handcuffs for the Police Department. It is recommended that said petition be granted aad that an appropriation to said mount be allowed. The report having been read, the Chairman of the Department read the two bids which he had received for auditing ~h~ books and accounts~of the City Officials, and desired to know if Council wished to have the books audited at this time. Whereupon, /~r. D&shiell moved to refer the bids back to the Department with in- structions that it make perfectly clear the conditions of same and report at the next meeting of Council. The motion was adopted. · at Then Mr. Morgan moved to adopt the report, except with reference to auditing of this presentation.
