<br /> First. Reports of Officers and other unfinished business,

<br /> The regular reports of Officers for the month of October were presented and were ordered
<br />to take the usual course.
<br />
<br /> A report was received from the Commissioner of the Revenue Of taz~ble values of Real Es-
<br />tate, T~ngibt~ and Intangible Personal Property for the year 1916 and, on motion, said report
<br />was o~d~red to file and the Auditor was instructed to charge, the City. Collector with the a-
<br />mounts named in same.
<br />
<br />The following opinion of the City Attorney was re~d and was ordered to file:

<br /> In reply to your request that I ~ive m? 'written opinion as to what rights
<br />the City.has in the Grimes Battery Gun Room,' I h~g To say. '

<br /> "The City owns the Grimes Battery Gun Room Property in fee simple, and has don~ no act
<br />to divest it of title; it merely allowing t~e property~to be used for military purposes. The
<br />City may use the property for~whatev'er purpose it desires. When the Battery returns the City
<br />may again.allow it to use the property, or may f~rnish it other quarters if it desires to do
<br />

<br /> The Keeper of Cemeteries made the following report Of 10ts and graves sold in

<br />
<br /> A card of thanks was read from the family of D. W. Ballentine for remembrance and sympathy
<br />on the occasion of the death of Mr. Ballentine, Keeper of Cemeteries, and same was ordered to
<br />file.
<br />
<br /> A communication from the Secret~r¥ of the Seventh Ward Bomrd, giving the ~eason why the
<br />members of said Board did no~ attend the Council meeting on October 31st, was ordered to =~t1~.=
<br />
<br /> A communication was read from the Second Lieutenant, Battery "O," F. A., Va., requesting
<br />am appropriation of $5,000. to erec~ stables for horses for Grimes Battery.
<br /> After some discussion of the matter, Mr. Morris moved that the Publi~ PrOpe~tyD~epa~t-
<br />menm be authorized to use Grimes Battery Gun Room for storage purposes, at least until the
<br />said Battery returns to Portsmtuth. The motion was adopted, and the communication was ordered
<br />to be filed.
<br />
<br /> A letter was read from the Portsmouth Housewives League asking the Council to appoint a
<br />Meat Znspector ~or the City, and said letter was ordered to file to be taken up when a ~iiy
<br />Manager sh~ll have been appointed. '
<br />
<br /> "The Uiee-Chairman of the PUblic Proper.fy Department stated that several contractors wish-
<br />ed to bid on repairs to the Vegetable Ms~rket but had been unable to dbtain speoifloatlons for
<br />same, and he desired to have the time extended for bidding until next Friday at noon. He
<br />stated further that he wished his Department to be authorized to make an award for the work.
<br /> On motion, the requests were granted, with the proviso that the award should not
<br />be made for a greater amount than has been appropriated; and by the following vote:
<br />

<br /> The Chairmmn of the Department of Public Safety presented'the resignation of regular
<br />patrolmen ~.C~,R~bin~o~ and C. Brown Crafford and substitute patrolman B. L. Barkley.
<br /> On motion, the resignations were accepted and it was decided that the body will go
<br /> into an election to fill said vacancies at the next meet'lng of the Council.
<br />
<br /> On motion of Mr. Herbert, the body decided to elect also a Police Justice at its meeting

<br />
<br /> The Chairm~n of the Finance Department called attention of the heads of the various De-
<br />pavements to the necesaity for an early beginning on their Budge~ for 1917, and asked that
<br />they get their estimates in as early as possible.
<br />
<br /> Mr. Herbert moved to refer to Law Department to consider an ordinance defining the duties
<br />of the Keeper of ta~ C~ty Cemeteries to begin Janua.ry l, 191~; also to consider the salary
<br />for said Keeper, fixing same at not iess tha~ $100. per month.
<br /> Mr. Morgan said he thou'g~h~ that the whole proposition for cemetery salaries should be
<br />considered at the same time and that the Assistant Keeper should be taken up also, and he moved
<br />to amend Mr. Herbert's motion so as to include the whole matter of salaries for the cemeteries.
<br /> The amendment w~s adopted.
