Jesse Ramage, 4802 Portsmouth Boulevard <br />2 Kevin Wilson, 101 Wright Avenue <br /> Caroline Barnes, 201 Elm Avenue <br /> Bill Kincaid, 1001 East Broad Street, Suite 10, Richmond, VA <br /> Ector Hamrick, 3303 Do~wood Drive <br /> Philip Parker, 2117 London BOulevard <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />remove the item on riverboat gaming and have it considered as a <br />separate item from the Legislative Prop°sals, which would allow <br />them to support the remainder of the legislative proposals <br />withOUt compromlsingtheir principlesrelatlve to riverboat <br />gaming, and was defeated by a vote Of 2~5 (Griffin, Hawks· <br />Martin, Robinett, Webb) ~'~ ' <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Griffin# to adopt <br />the draft 1995 Legislative Proposals, and the following <br />resolution was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1995 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad <br />range of issues that affect local governments both directly and <br />indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns which <br />deal with both local governments and Portsmouth specifically; <br />and <br /> <br /> WHEREAS, these concerns and issues need to be made known <br />to Portsmouth's General Assembly Delegation so that they may be <br />transmitted for consideration by the Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth endorses the attached legislative proposals <br />for the 1995 General Assembly Session and directs that both <br />this resolution and the legislative proposals be forwarded to <br />the Portsmouth General Assembly Delegation." <br /> <br />Ayes: <br />Nays: <br /> <br />Griffin, Hawks, Martin, Robinett, Webb <br />Clemons, Pitt~ <br /> <br /> - CITY MANAGER'S REPORT - <br /> <br />94-464 - Letter from the City Manager recommending adoption of <br />an ordinance to: <br /> <br /> A. Motion requesting permission to exceed the 25% limit to <br />fund additional utility demolition. <br /> <br /> B. Appropriate $171,000 from the Capital Improvements Fund <br />for demolition, streets, and utility improvements in the <br />PortCentre Commerce Park. <br /> <br /> C. Motion to award the cOntract for each project to the <br />low bidder. <br /> <br /> "The Planning Commission has made recommendations to <br />Council to close a number of streets, lanes and alleys in the <br />area of PortCentre. The closure of these streets will provide <br />a site for a potential commercial development. These streets <br />and alleys include portions or all of Wavy Street, Randolph <br />Street, Henry Street, Third Street, Ruth Brown Avenue and two <br />lanes and/or alleys. <br /> <br /> I, therefore, recommend the adoption of this ordinance to <br />close the streets, lanes and alleys in this area as recommended <br />by the Planning Commission." <br /> <br /> <br />
