<br /> Er. Morris moved that~ the choice of a councilman be left to popular vote at an election
<br />in the near future, i~smuch as the body h~d not been able to agree upon a ma~ ~fter repeated
<br />attempts, and offered a resolution to that effect.
<br /> The amendment by ~. Morris was not a~lopted~ and then the motio~ by Mr. Herbert
<br />~dopted, and by the following vote:
