<br />TO BE KNO~ AS "PORTS~OUTH, VIRGINIA, SCHOOL BONDS,'~ PURSUANT TO SE. CTiON THIRTY-TWO (a) (32a)

<br />OF THE CH~RTER OF TP~ CITY OF PORTSEOUTH, FOR THE PURPOSE OF AC~OIRING LAND, THE CONSTRUCTION
<br />
<br />OF PUBLIC SCHOOL BUILDINGS THEREON, ~ND FOR EQUIPPING AND FURNISHING THE SAME.

<br /> Sec. 1. Be it ordained by the Council of the City of Por~smeuth~ Virginia, that, pursuant
<br />to section thirty-two (a) of the C~h~rter of ~he City of Portsmouth, in order to acquire the
<br />necessary land upon w~ch to construct public school buildings; to construct such building;
<br />and to equip an~ furnish the s~me, there shall be issued in the~ns~me, and on behalf,or,the City
<br />of Portsmouth, Virginia, One HuncLred and Fifty Thousand Dollars of coupon or registered bonds,
<br />in.denominations of Five Hundred Dollars a~d One Thousand Dollars, either or both as the Depart-
<br />ment ef Finance m~y determine. The ss~Id bends shall be known as the "Portsmouth, Virginia,
<br />School Bonds," ~nd the proceeds arising from the sale of the same shall be applied to no other
<br />purpose than theft of acquiring lmnd upon which to construct mud erect public school buildings;
<br />the construction an~ erection ef such buildings; and to equip and furnish the same. The bonds
<br />sh~li be made payable in thirty ~mrs~ft~r their d~te, With interest thereon at the rate o~
<br />feu~ per centum per annum, payable semi-em~ually. Beth principal and interest sh~ll be payable
<br />in g~td, or its equivalent, in the City of Portsmouth.

<br /> "Sec. 2. Full power and authority is hereby given to the Dep~rtment of Finance to prepare
<br />and issue the said bonds in such form, and each for such sum, as is muthorized by the preceding
<br />section; each of the said bonds shall be sig~ed by the President of the Council and the City
<br />Treasurer, wi~h the seal of the City thereto a~ixed~~ attested by the~ C~v Clerk; and eac~ of
<br />the couPO~ shall hmve the n~me of the City Treasurer mffixed thereto. ~utl power mud authority
<br />is hereby given to ths Department of Finamce to advertise the s~id bonds-for male, which sh~ll
<br />be insuch pegers and periodicals as the Council s_h~ll determine; the said advertisement shrill
<br />conform to the previsions of thms ordinance, and sh~ll require from each bidder a e~rtmfmed
<br />cheek for One Thous~udDollars, payable to the "City Treasurer of the City of Portsmouth," and
<br />the cheek of' such successful bidder is to b~ ~orfeited to the City, as liquidated damages, shoul~
<br />he ~fail ~o compl~ with his bid; the checks of all other bidders ~ve to be returned to them. The
<br />said advertisement shall also reserve the right t~ reject any and all bids; ~u~ no sale sh~ll be
<br />m~de without the approval of the City Council.

<br /> "Sec. 3. The said bonds sh~ll be subject to no taxation, whatever, by the City of Ports-
<br />mouth, and the said coupons shall be received in pavement of all dues, taxes, mhd assessments due
<br />-ts the said City.
<br />
<br />"This ordinance ~hall take effect from its passage."

<br />Whereupon, the following resolution to mccompany this ordinance was introduced, and adopted:

<br /> "Be it resolved by the Council of the City of Portsmouth, Virginia, Thmt an ordinance hav-
<br />ing been introduced in ~his body on this date and read whioh~authorizes the issue of One Hundred
<br />and Fifty Thousamd Dollars ($1~O,000.O0~ ef Bonds, ~o be'known a~ ~Portsmouth, Virginia, School
<br />Bonds,' pur~t~to Section Thirty-two (a) (32a) of the Cha~ter of the City of Portsmouth, for
<br />the purpose ~ acquiring land, the construction cf public school buildings thereon, and for
<br />equipping andfu~nishing the same, is ordered to lie on the table until a meeting of the Council
<br />to be held Friday, January 26th, 1917, when it sh~ll~ be taken from the table and put on its pas-
<br />

<br /> Then Mr. Eorris presented the following resolution with regard to advertising the s~id
<br />bends:
<br /> "Where~s, The Council of the City of Portsmouth, Va., h~ving determined to issue $150
<br />000.00 of School Bonds, for the purpose of building and ~quipping a new High School Building,
<br /> "Therefore, Be it Resolved, That in eonformi~y with the ordinance introduced in the
<br />Council se~ting forth the object of smid bond issue, the Department of Finance be instructed
<br />and ~uthorized to advertise for bids for said bond issue in tha Portsmouth Star, Virginian Pilot,
<br />and ~aI1 Street Journal of New York City. Said advertisement to state clearly the objeo~
<br />which said bonds are being issued, rate of inter, st, length ef time to run before maturity,
<br />nominations ~E bonds, with privilege to be given successful bidder ~o have bonds issued in eith-
<br />er denominations of $~,OOo.oo e~ $500.00, as he may wish. That m certified check of
<br />accomoa~v e~ch bid. and that said advertisements be inserted in emoh paper mentioned, for six
