Aspegrin, who read ~ resolution adopted by said League concerning "moving pic- <br />ture shows" and the evll effects of some of them on children. Also aa ordinance was proposed <br />by the League to regulate the same. <br />L~w. Finally, on motion of Mr. Dashiell, the resulution was referred tO the Department of <br /> <br /> Law-- REPORTS OF DEPARTNENTS <br /> <br /> The Chairman made a statement about a petition of citizens dn Effingham street in <br />relation to reaX estate ~gents s~ll~ng lots in the two blocks between Brighton and Nelson, for <br />residen~'~ f~r neg!oes, and said matter ~as referred to the City ~anager for examination and <br />report. <br /> <br /> He presented also the following ordinances, requested by the City Manager: <br /> An Ordinance to <br />Require ali Persons to Obtain from the City Engineer a Permit to Open or Dig up the Streets <br />of the City, to Require Applications to be ~ade to the City Engineer for t~e~ Pr~vile~e~' ~ · to Fix <br />a Schtduie of Charges for the Privilege~and to Require of Each Appim~ant~ ·~ a Bond to Save PL%rm- <br />less the City from Injuries Resulting~from the Negligence of the Applieaut. <br /> <br /> An Ordinsmce Prescribing the Duties of the Electrical ~nspector and Adopting the National <br />Electrical Code as Re~ulmting Such Duties, and Fixing a Schedule of Inspection Fees. <br /> <br /> An Ordinance Governing the Manufacture, Storage, Se.le and Use of Combustible, ExplOsive <br />or Dmngerous Natsriais Within ~he Corporate Limits of the City of Portsmouth~ Va. <br /> <br /> On'motion, ~he =eOommended ordinances were ordered to lie on the table, under the rules. <br /> He presented also the following resolution for his Department: <br /> "Be it Resolved by the <br />City Council that the recommendation of the City Nanager that one of the present Justices of <br />the Pe~ce be made Clerk of the Civil & Police Court, and also Cle~ to the Chief of Police, be <br />approved by the Council and that the Manager be authorized, (as he is already by the Act creat- <br />ing hie office), to make the chauge as suggested in his recommendation." <br /> <br /> The Chairma~ of the Department of Finance moved to defer action on same, until the <br /> report of said Department is re~d, as it has a recommendation bearing on this matter. <br /> Same w~s discussed by ~essrs. Eorris~ Herbert, Dashiell, Bunting and the City Man,- <br /> ger. <br /> Then Nr. Norris moved to amend, by adding, thmt the appointment be optional with <br /> the Eanager for trial of ~ixty d~ys. <br /> The amendment w~s adopted, and then the resolution, ~s amended, wasadopted, and <br />by the following vote: <br /> Ayes--Dashiell, Hanvey, Norris, <br /> Nays--Bunting~ Herbert, 2. <br /> <br /> Public Service-- <br /> Referred F~oruary 13th. <br /> <br /> A communication from E. C. Dunn~concerning mwmrd of contract to Beazley & BX~nford for <br />hauling, accompanied by ~ommunications from him to the City Nanager and from the Seventh Ward <br />Board to the Council. <br /> It is recommended that no further action be taken in this matter. <br /> <br /> A bill of F. J.
