F&b=ua y a7, l 17.

~uother similar machine owned by the same contractor ie offered for sale, but at too high
figure. It m~y be possible to rent a suitable road roller for the work on dirt streets, as
outlined above.
mi would suggest the repaying and im~rovementof ~ter St., betWe~n~ueen a~d"London
Ets., in the following manner: Reset ~ud reline the existing curbs, set a~ new line of curb-
ing in the centre of the roadway with its uppe~ .surface o~ the elewation~o~ t~e S~eet,
pave the Easterly half cf the street a~d all tn~i~ters~ct~on of ~mter an~ n~aon Sms.,
m concrete pavement. Provide a concrete sub-ba~e and Telay the present Belgimn Block pavement
on the Westerly half of the street. Since this is to be a one~wmy traffic street by ordinance,
the above method of paving will provide a smooth roadway for automobiles and light ~raffie
a block pavement for the heavy traffic.' Plans and estimates for the above imp=ovement have
been prepared~
~I wouid urge the laying of a block pavement from the Northerly end of the p~vement
on Wmter St. to the Easterly end of the pavement on North St., so as to provide a pass~ble ro~-
wmy for traffic to and from the steamboat l~uding at the foot of North St. Plans s~d estimates
have been prepmred for the work.
~I propose to lay a temporary ~lock pavement on em=th sub-base to connect the existing
pavements a~ the Southerly end of Washington St. and the ~esterly end of Ha~rison B~ ~nd so
provide another re,way for cross town trmffic.
"I am of the opinion that soft patch repairs of a satisfactory nmture esm be ms~le to
all of the existing Dollarw~y pmvements at a very reasonable cost and out of the monies
appropriated ~or street repairs and maintenance. I propose to have this work started as soon
as weather conditions permit~

"~TTER OF PHOTO~ETRiC INSTRUMENT:

"As instructed by the Council, I have investigated the question of purchasing instru-
ments for the use of the Electrical Inspector and would at this time suggest the purchase of a
"Macbeth Illuminomete~" made by ~he Leeds & Northrup Co. of Philadelphim~ This seems to be
the simplest portable instrument for use in determining the illuminmting power of lights and
at the s~me time the most inexpensive. The cost of this instrument is one hundred and sixty-
five dollars ($i65.00)~

mMATTER OF LIFE

"I would call the a~tention of the Council to the fact that at the present ~me there
is not a resusitating machine available in the City for use in cases of drowning, electrical
shocks, or asphyxia. I have been advised by the Chief of Police and by physicians that such a
machine would, in their opinion, have saved many lives in the past, so that, in my opinion,
it would be wise to equip the flying squ~dron with such m machine and have them tzhO~oughly
trained in it~ use and ready for instant cello I have accepted the offer of the Larkin Mfg.
Co. to equip the flying squadron with a filter for use in smoke, g~s or noxious fumes. This
device is loaned for an indefinite period for triml in our Fire Department.

m~t~TTER OF ~ATER SUPPLY:

"I would urge upon the Council the d~sirability of having more conferences with the
Water Board and the formulation of a definite policy to ~he end that action of some sort may
be taken prior to the expiration of the existing water contract. I would respectfully c~ll
the attention Of the Council to ~h~ fact that the City Norfolk is taking steps looking to the
condemnation and acquiring of certain water sheds whicha~e logical sources of supply for the
City of Portsmouth, and would urge that the proper steps be t~ken in connection with these Dro-
ceedings to safeguard the interest of the City of Portsmouth in the event that we would find
it expedient or desirable to draw a supply from the s~e water sheds.

m~.~TTER ~F TAXE~.

"I would advise the Council that I have instructed the City Collector to use all legal
methods to the end that both current and back taxes due the City be collected.
"I would suggest that steps be taken so that the tax assessments might be completed
by Jan. let, instead of as at present, and that the taxes ben, collected in two semi-annual in-
stalments. This method will ma~e it easier for the tax paye~s and will at the same time~ r~elieve
the City of a considerable portion of the expense now incurred in~ldents~l to borrowing money
for current expenses in ~uticipation of receipts~

m SEVERAL RECO~R~ENDATIONS:

mi would suggest the Sn~ctment of a~ ordinance requiring unattended children under six-
teen years, to be off the streets at a reasonable hour of the night, or in other words, m cur-
few law.

"I would suggest the enactment of an ordinance prohibiting children under sixteen
years of age attending a moving picture show, unless accompanied by an adult.

"I would suggest the enactment of an ordinance imposing the same penalties for disre-
garding the instructions of a ~r-ff~c sign or mark as those prescribed for disregarding a mem-
ber of Police Department.

"I would suggest the enactment of ~n ordinance requiring automobiles to take out smd
display a City license for operating, at the r~te of twenty-five cents pez horse power, based
on the A.L.A.E. rating.

"t would suggest enactment of an ordinance prohibiting itinerant junk wagons from doing
business ~thin the City.

"I would suggest the enactment of an ordinance requiring out-of-town delivery wagons
