(With LawDepartment) A recommendation of the City Manager that an ordinance be drafted authorizing the circulation of petitions asking that dirt streets be scraped, shaped and well rolled', and given two or three treatments of suitable ro~d ell or binder, P~ogress as to s~e. Th.at grmss and perennial shrubs or bushes be planted 'in the parkway on Washington street. We do not approve of this plan, and' recommend t~at~the park along Washington street be ploughed-up and trash raked off,that good soil be obtazne~ and placed in the park, and grass seed sown at a very eazly date andarra~gement be made for w~,erzng same. That 'two or three of the squares of parkway on Washington street be made into neighborhood playgrounds and properly fenced. We do not approve of this recommendation. That some action be taken as to extending London street through to Ninth avenue. We report that this matter has been attended to, That some action be taken as to extending Hatton street, from London street to High. We report that this matter is out of the hands of the Department Of Public Service and-in the hands of the Council. On December 14th, this Department made the following recommen- d~tio~ to the Council: "It is recommended that we offer Mr. Alexander $15,000, for this proper- ty and give him the City's note for same." Suggestion of the City Mmna~er that, after the City's needs are supplied by dumping ashes, street sweepings, trash, &c.; on public propsrty, this material be dumped on private property; provided the owner file a petition for the material ~nd pay a reasonable charge for it; all money so collected to be deposited in the street repair account. We approve of this suggestion o~ the Manager. A recommendation of the City Manager that the City acquire a road machine and a steam ro!l- ~e approve of this recommendation, provided the additional funds can ~e secured for purchasing same. That Water etreet, j~etween Queen and London, be repaved and improved. The City Manager u~ng the lmying of a block pavement from the northerly end of the pave- ment on Water street ~o the easterly end of the pavement on North street, so as to provide a passable roadway for traffic to and from the steamboat la~ding at the foot of North street. We would recommend the p~ving of Water street or such part of it as has nos been paved, the entire length, with Belgian Block, a~ud the widening of t?~s street from London to North, at m~u ~a~ly date, as the finances of the City will permit. The approximate cost of ~doing this work zs ~,~00.00, there being some ~b-lo~E,~nd City Manager urges that the proper steps be tmken in connection with the City of Norfolk acquiring certain water sh~d~ which are lo Eical sources of supply for the City of Portsmouth. It is recommended that a committee be appointed to investigate this matter at a very early date, said committee ~o be composed of three members of the Council, the City Manager, and the City Attorney. Referred March 6th. (With City Manager) Authorized to make temporary repairs, out of Street Repair Funds, to the road~y on the east end of North s~ud north end of Water streets, at small expense as prac- ticable. The ~eport having been read, the matter of planting grass and perennial shrubs or bushes in the parkway on Washington stre.et wms objected to by Er. Morg~n. He stated that he did not approve of the recommendation of the City M~nager because it is too late in the season to plant trees and shrubs, but that he proposes to have street sweepings put in the parkway about April let. Then ~,[r. Morgan moved to amend, that the City Manager be authorized to put street sweep- ings in the ~arkway on said street. -The amendment ~s a~opted. The City Manager stated that he had.been loaned the use of a steam roller by a contractor, provided ~he City supplied m competent man to run the roller; and further, that he had purchased for $1~2.OO, a road machine, out of Street Repair Funds. On motion, the action of the Manager in purchasing the ro~d machine was approved. Then on motion, the report of the Department was adopted, as amended, the recommend- appropriation to pave Water street, &c., being referred to the Finance Department. Public Property-- The Chairman stated that he had no written repor~ to ma~e, but that he had made arrangements to house the horses of Grime~ Battery at $~0. per month and is having .plans drawn for stables for the horses.
