Morgan, 6. <br /> <br /> The minutes of the special meeting February 7th, <br />meeting February 20th were rea~ and wereapproved. <br /> <br />re~,le~r ~eeting February 13th, ~and special <br /> <br /> REPORTS OF DEPARTEENTS <br /> Law-- <br /> Referred February <br /> <br /> ($ith Public Service Department) Recommendation of the City Eanager that ~uordin~noe be <br />drafte~ authorizing tha-circulationof petitions asking that dirt street be scraped, shaped and <br />well rolled, mu~ given two or three treatments of suit~ole road oil or binder, <br /> <br /> An ordinance requiring unattended children under sixteen years of age to be off the streets <br />at a reasonable hour of the night. <br /> It is recommended that the foilowi~g ordinate be mdopted therefor: <br /> ~ 0rdin~noe Re~ <br />quiring Chlldmen of Twelve Years of Age mud Under to be Off the Streets a~ter Nine O'clock at <br /> ight. <br /> <br /> An ordinance prohibiting children under sixteen years of age attending moving picture shows <br />unless acoompmnied by a~ adult. <br /> We do no.t recommend an ordinance to cover this m~tter at this time. <br /> <br /> An ordinance imposing t~$ ssm? penalties for disreg~rding the instructions of a traffic <br />sign or mark as those prescribed mcr disreg~rding a member 'of the Polmce DePartment. <br /> It is recommended that the following ordinance be adopted to cover same: <br /> An Ordinance <br />to Amend Section 383 of the City Ordinances by Adding Thereto a New Sub-section to be Know~ as <br />Sub-section "0 2" Requiring Drivers of Vehicles to Obey Signs, Posts, or Other Marks Placed Upon <br />the Streets of the City or Operated by the Police Department for the Purpose of Directing Traffic. <br /> <br /> An ordinance requir&ng automobiles to tske out and display a City license fo~ope~ating, at <br />the rate of $.25 per horse power, ba~ed on the A. L. A. ~. rating. <br /> It is recommended that the ~ollowinE ordinance be ad0pt~d covering sa~e: <br /> ~ Ordinance <br />to Levy a Specific Tax Upon Persons Owning Automobiles, Rotor Cycles, Eo2or Bicycles, and Other <br />Sim.ilar Vehicles. · ' <br /> <br />de~lers buying w~ter and g~s fiitures: <br /> An' Ordinance to E~ke it Unlawful for Any Junk De~ler or <br />Canvasser to Buy, Receive or Have in His Possession any Wate~ or G~s Pipes or Fixtures. <br /> <br /> An ordi~nc& requiring out-of-town delivery wagons which make rear routes or calls to <br />take out a City ~icense. <br /> We report that this can not be done legmlly. <br /> <br /> An ordinamoe requiring a&l does within the City to be muzzled at a&l times smd that they be <br />not allowed to run at large on the streets~ <br /> It is recommended that the following ord~r~nce be adopted therefor: <br /> An Ordi~nce to <br />Amend Section ~8 of the City Ordinance by A~iing Thereto Sub-section ~ySA Requiring Dogs which <br />Go upon the Streets of the City to be Nuzzled. <br /> <br /> To amend the ordinance relating to pay of policemen, so as to m~ke the pmy of hew police- <br />men $2.~0 per day after sixty days' service, instea~l of twelve months as at present; same tO go <br />int'o effect Mmroh let, l~ly. <br /> It is recommended that the following ordinance be adopted therefor: <br /> An Ordinance to <br />Amend ~nd Re,ordain Section 301 of the City O~dinances as Amended in Relation to the Police Force. <br /> <br /> Re~olution ~=om the Housewives League in rege~vd to moving picture shows, &c. <br /> We report that a meeting w~s held by the Department of Law with the Housewives League <br />and the M~na~=e o~ the moving picture shows~ The managers of the moving picture shows agreed <br />to cut out s~ud n~t show pictures that are immoral or suggestive° This w~s agreed upon for a <br />period of sixty days to see if it wou~d give the relief asked for by the smid League. <br /> <br />(Signed) Jno~ Ac ~Orris~ Ch~irm~n~ <br /> <br /> The report having been read, on motion, the recommended o~din~nces were ordered to lie <br />on the table, u~er the rules. <br /> <br /> On motion, the matter of prohibiting itinerant junk dealers ~rom doing business in the <br />City w~s referred to the Finance Department to be considered by it in preparing the License Tax <br />Ordinance for 1917-18o <br /> <br /> With regard to requiring out-of-town delivery wmgons which m~ke regular routes or o~lis to <br />take out a City ~icense, the City Attorney stated that th~ m~tter had been up before the Council <br />a~ ce=rain times, and that it is not legal for the Council to ma~e an ordinance to prohibit such <br />~o ,~ ~m~ ~ ~h~ ~tv: but ~ Mo~ris suggested that such a licensg tax might' be im- <br /> <br /> <br />
