<br /> The Chairm~ of the Department of Finance p~esented two bills~of the City Treasurer, one
<br /> · as oo~ission on delinquent list of 1915 and the other as commission on ,~rrent taxx collections
<br />I for December, 1916, and January and February, l~l?, as allowed by the State law; and stated that
<br /> the City Attorney had w~itten to the State Auditor in regard to the bill for commission on de-
<br /> linquent
<br /> Finally, the Fin,mc. Deps~rtment was authorized to pay said bills when the Department,
<br /> ~he City Attorney, a~d City ~uditor shall have agreed that same we correct,
<br />
<br /> Mr~ Dashiell remarked that Jackson Ward contains too m~ny votes for one precinct and moved
<br /> that the ~ivisability of making two precincts of said Ward be referred to the Department of Law.
<br /> Th~ motion was mdopted.
<br />
<br /> On motion of Mr. Dashiell, the Clerk was instructed ?~?rite to the Board of Water Commis-
<br /> sioners and request it to make final return of the proceedings of the Commission in the ma~ter
<br /> of a water supply for the City of Portsmouth, &o., by Nay let.
<br />
<br /> Mr~ Dashiell moved to refer to the Finance Department to provide an mppropriation of $300.
<br /> to defray expenses of the Home Defense League ~rom time to time. The motion wms adopted.

<br /> M~. Herbert presented the following resolution, which w~s adopted:
<br /> "Be it Resolved by the
<br />Council of the City of Portsmouth, Vtrginim, That the Commissioner of the Revenue be, and he is
<br />hereby, directed to issue licenses to building and los~u associations for the s~me amount as that
<br />now imposed by law for ~tate purposes.1~

<br /> Mr. Claude moved that the property of H. L, Alexander be purchased on a line for the ex-
<br />tension of Hattonstreet southward, at the price named by ~. Alexmnder in his last com~nication
<br />to the Council.
<br /> The matter w~s discussed, and then M~v. Morris moved to amend, to defer action on the mat-
<br />te= until ~he next meeting of the body and thmt the Clerk look up correspondence and records

<br /> Mr. R. Ac Hutchins, Jr., a member of the Board of Harbor Commissioners, obtained the priv-
<br />ilege of the floor to speak concerning Port Warden lines for Gander Creek,
<br /> The m~tter was discussed~ when Mr. Claude moved that the City Manager, City Attorney,
<br />and City ~Engineer meet with Mr. Hutohins on Thursday night so as to be provided with information
<br />for the Board when it mee~ on Friday fcilowing. The motion w~s adopted.

<br /> ~Mr. Herbert moved that the Auditor be instructed to send warraut for $375. to the Board of
<br />Harbor Commissioners qum~vterly, out of appropriation in the ~dget for same,
<br /> The motion w~s adopted, and by the following vote:

<br /> Mr._ Herbert moved that $1,OOOo be transferred from the Seventh Ward to Sixth Ward account
<br />to'meet~gener~l expenses; said amount $o be paid b~ck in November.
<br /> The motion w~s adopted, and by the following vote:

<br /> Mr. Herbert remd a communication from Messrs. Cummings, Pruden & Co. in ~hich they asked
<br />for return of their certified check for $1,000o00, given with bid on school bonds, and mlso for
<br />p~rt pmyment for expenses of getting out the bond form,
<br />On motion, it w~s ordered that the certified check be returned, but that the claim for
<br />~art payment for expenses of getting out the bond form, &o., be referred to the City Attorney.

<br /> M.~, Herbert moved that the ~inance Department be authorized ~o arrange with the b~nks to
<br />len~ funds to the City to meet expenses on the High School Building, ~nd to ask the Legislature
<br />whenit meets in January, for authority to issue $150,000. of school bonds
<br /> .
<br /> The motion w~s adopted by the following vote:
<br /> Ayes--Bunting, Claude, Dashiell,
<br /> H~nvey, Herbert, Morris, 6.

<br /> Mr. Herbert offered the following resolution, and same was adopted:
<br /> "Resolved, That all
<br />employees of the City, who ~re required to relinquish their positions for military duty, and
<br />while in said oomps~uy and on such duty, that the amount which they received from the military
<br />company is not equivalent to what they receive, thmt the City CoUncil re-imburse each man to
<br />an equivalent to the sum received by them,"
<br />
<br />And by the following vote:

<br /> N~r. Herbert stated that he thought the bond of $3,000.00 required of the applicant to dig
<br />up streets of~ths City, &c., under the ordinance entitled as follows, was entirely too much:
<br />"An Ordinance to Require A~l Persons to Obtain from the City Engineer a Permit to Open or Dig
<br />up Streets of the City, to Require Applicmtions to be ~ade to the City Engineer for the Privi-
<br />lege; to Fix a Schedule of Cha~ges for the Privileges; and to Require of Emch, Applicant a Bond
<br />to ~vs Harmless the City from Xnjuries Resulting from the Negligence of the ~pp!icanto"
<br />
<br />He moved that the body reconsider the ordinmnce. The motion was adopted.
<br /> Then he moved that the bond under ~id o~dinance ~e made $1,000.OO, instead of $3,000.00.
