<br /> "In connection with the license records I would suggest that the ~eoorde fo~ the Quarterly
<br />License be kept in a loose leaf book. The names to be recorded in aXphabetical order, that
<br />~he book be ruled with eight (8~ columns to be used ms follows: let. column,~me~ 2nd. column,
<br />add, ess; 3rd column, business; ~th, 5th, 6th, ~th, cclumns~ ~ne for each quarter; 8th column,
<br />annus~l ~o~s~l~ The pages should be ruled with wide spaced ii=es ~nd the $th, 5th, 6th, and ?th
<br />columns interlined. The number of the license should be entered in red ink in the upper part
<br />o~ each ~,~ amd the amount in black ink in the lower part. In this way a complete record of
<br />each indiv~du~i can be kept for each year on the ss~me line and delinquents quickly checked. I
<br />approve of'the suggestions of attaching c~ucelled licenses to the silos; the method of keeping
<br />annu~ license records is satisfactory. The above mentioned form should ~lso be used for semi-
<br />~nnual licenses~

<br /> "I would recommend that the watt,ts listed on Page 2 now h~d by the Treasurer be destroy-
<br />ed and charged into the general account by the Auditor ~nd a record kept of them, so that pay-
<br />ment ca~ be readily made in the event of any of the claims being presented°

<br />"Regarding the comments on the numerous b~nk accounts, I ~ind tha~ the laws and ordinances
<br />
<br />the way of new paving, I would~ suggest that i be authorized to e~pend these ~moun~s in the vari-
<br />ous ps~vts of the City on street repairs a~d improvements as m~y be deemed best by the Council,
<br />and so wipe these mcco'o~uts off the books; by so doing we will be able to reduce the number of
<br />:Op~na~counts to a minimum.

<br /> "As m solution of the question of ohscking ~he dog tax, I h~ve issued instructions that
<br />three kinds of tags be purchmsed, one for m~le, One for females, and one for the~enew~s, that
