WALEER:

"In connection with the license records I would suggest that the ~eoorde fo~ the Quarterly
License be kept in a loose leaf book. The names to be recorded in aXphabetical order, that
~he book be ruled with eight (8~ columns to be used ms follows: let. column,~me~ 2nd. column,
add, ess; 3rd column, business; ~th, 5th, 6th, ~th, cclumns~ ~ne for each quarter; 8th column,
annus~l ~o~s~l~ The pages should be ruled with wide spaced ii=es ~nd the $th, 5th, 6th, and ?th
columns interlined. The number of the license should be entered in red ink in the upper part
o~ each ~,~ amd the amount in black ink in the lower part. In this way a complete record of
each indiv~du~i can be kept for each year on the ss~me line and delinquents quickly checked. I
approve of'the suggestions of attaching c~ucelled licenses to the silos; the method of keeping
annu~ license records is satisfactory. The above mentioned form should ~lso be used for semi-
~nnual licenses~

"I would recommend that the watt,ts listed on Page 2 now h~d by the Treasurer be destroy-
ed and charged into the general account by the Auditor ~nd a record kept of them, so that pay-
ment ca~ be readily made in the event of any of the claims being presented°

"Regarding the comments on the numerous b~nk accounts, I ~ind tha~ the laws and ordinances

the way of new paving, I would~ suggest that i be authorized to e~pend these ~moun~s in the vari-
ous ps~vts of the City on street repairs a~d improvements as m~y be deemed best by the Council,
and so wipe these mcco'o~uts off the books; by so doing we will be able to reduce the number of
:Op~na~counts to a minimum.

"As m solution of the question of ohscking ~he dog tax, I h~ve issued instructions that
three kinds of tags be purchmsed, one for m~le, One for females, and one for the~enew~s, that

the Aua~to

"i would at this time report 'progress on the questmon o~ devising
back taxes m~y be kept in better shape. I would, however, recommend that S~rm~n~ w~m~ m~e 1~16
back ~mxes, the Auditor smd City Collector De instructed to keep
count for each year.

"I would suggest the a~pointment of a committee to consist of the Commissioner of the Rs-
venue, the Auditor and the City Collector to revle~ the old tax boo~s m~d r~commend the~limi-
n~tion from the same of all dead ~nd duplicate char~ges with the idea of ~t~ing them off"ths
