September 24, 2002 <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst <br />Nays: None <br /> <br />02 - 290 - Adoption of a resolution authorizing the City Manager to execute an <br />Emergency Raw Water Sales Contract with Norfolk. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute an Emergency Raw <br />Water Sales Contract with Norfolk. <br /> <br />Purpose and Need: <br /> <br />· Under the Contract, Norfolk will sell up to 10MGD of surplus raw water to <br />Portsmouth, when needed under certain emergency drought conditions. <br /> <br />· Portsmouth might not have sufficient raw water under extreme drought conditions to <br />fully meet the needs of its users for treated water. Those users include residents and <br />businesses in Suffolk and Chesapeake, as well as in Portsmouth. Under those <br />conditions, Norfolk has agreed to sell Portsmouth additional raw water from any surplus <br />it may have. <br /> <br />· The Contract would allow Norfolk and Portsmouth to better ensure a continuing <br />supply of treated water for the region, even under extreme drought conditions. <br /> <br />· The water would be conveyed from Norfolk's raw water facilities in Suffolk to <br />Portsmouth's treatment facilities in Suffolk by a pipeline to be constructed <br />Portsmouth, largely along VDOT right-of-way. <br /> <br />by <br /> <br />· Simultaneous approval of the contract by Norfolk City Council is anticipated. <br /> <br />Financial Impact: <br /> <br />· The City will pay the cost of constructing the pipeline and related facilities, currently <br />estimated to be approximately $3.5 million. This cost will be paid from Utility <br />Department funds and not from general funds. <br /> <br />· Portsmouth will pay Norfolk a reasonable price for water, as it may be used from <br />time to time under the contract. <br /> <br />· The continued presence of a stable supply of treated water will have unmeasurable <br />but very significant indirect long-term benefits on economic development and business <br />retention in Portsmouth. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AN EMERGENCY RAW WATER SALES <br />CONTRACT WITH THE CITY OF NORFOLK. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager is hereby authorized, acting for and on behalf of the City, to execute and <br />enter into an Emergency Raw Water Sales Contract with the City of Norfolk, <br />substantially the same as the contract which is attached hereto. <br /> <br /> The City Manager is further authorized to take all further steps and actions <br />reasonably necessary to implement the contract, to perform all duties and <br />responsibilities contemplated therein, and to grant such further assurances and execute <br />such further instruments as may be needed for this purpose." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst <br />Nays: None <br /> <br /> <br />
