September 24, 2002 <br /> <br />- New Business - <br /> <br />02 - 291 - Mr. Benn offered the following nomination for the Norfolk/Portsmouth <br />Empowerment 2010 Governance Board: <br /> <br />Councilman Anthony L. Burfoot from the City of Norfolk, Virginia. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to close the nomination, and <br />there being no further nomination, the above nomination was adopted by unanimous <br />vote. <br /> <br />02 - 292 - Items Submitted by Council Members <br /> <br />Councilman Benn congratulated the new City Manager, C. W. McCoy. <br /> <br />Councilwoman Randall requested the City Manager give an update on Mosquito <br />control. <br /> <br />Councilman Moody congratulated the new City Manager and spoke on the Planning <br />Department website survey. <br /> <br />02 - 293 - Non-Agenda Speakers <br /> <br />1. Larry Alexander, 604 Bottino Lane, Virginia Beach, presented Council with the new <br /> Portsmouth Community Directory. <br /> <br />2. William Copeland, 2107 Staunton Avenue, spoke on various concerns in his <br /> neighborhood. <br /> <br />3. Raleigh Harsley, 2124 Peach Street, spoke on various concerns in his <br /> neighborhood. <br /> <br />4. Elder Shirley Hines, 1801 High Street, spoke on monitoring the residents relocated <br /> from Fairwood Homes. <br /> <br />5. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on the Transportation <br /> Referendum Part V. <br /> <br />6. Vanessa Fields, 1513 Summit Avenue, spoke on tractor trailers on Lansing Avenue <br /> and other concerns in her neighborhood. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A)(3) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> The subject matter of the meeting includes possible development of certain <br />real property owned by the City. The purpose of the meeting is to protect the public <br />interest by ensuring frank and confidential discussion of matters for which public <br />disclosure could harm or jeopardize the public interest. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
