Culpepper, <br /> <br />Specis~l Water Committee. <br /> <br />On motion, the report of the Committee was adopted, and by the following vote: <br /> <br />Ayes--Bunting, Claud, Hanvey, Herbert, <br /> <br />UNFINISHED BUSINESS <br /> <br /> The regular reports of Officers for the month of september were presented and were ordered <br />to take the usual course, <br /> <br /> A report of the Auditor that there will be needed additional appropriations to amount of <br />$11,89~.~4, for the balance of the year, was referred to the Finance Department, <br /> <br /> A request was read from the Auditor to be allowed to transfer $360.50 from the Sixth Wa~d <br />to the Seventh Ward, and $2.00 from the Seventh Ward to the Sixth Ward, in order to correct an <br />error in entering these amounts on the Collector's books, was referred to the Finance Depart- <br />ment. <br /> <br />NEW BUSINESS <br /> <br /> A communication was read from the City Clerk of ~o~folk advising the Council that the <br />City Council of Norfolk has directed the putting of a p~liceman a~ the intersection of Commer- <br />cial Place and Water street, to regulate the Ferry tra£fic, as requested by the Council of this <br />City. <br /> On motion, the communication w~s ordered to file. <br /> <br /> ~ petition of A. C. Richardson for help for his sick father, who served on the Street Force <br />for about twenty years, was re~rred to the Public Service Department with the City Manager. <br /> <br /> A petition of James $. Foote to be refunded $2.00, paid in error on account of assessment <br />of Persons~l Property for the year 1~1~, w~s referred to the Finance Department. <br /> <br /> A bill of the City Treasurer to amount of $55.~0, as 10~ commission on delinquent 1916 <br />taxes collected to October let, l~l?, was referred to the Finance Department. <br /> <br /> A complaint was read from W. E. Calve~t,~ former DePUtyCity Collector, against F. C. H~nra- <br />hah, City Collector, and same wam ~ferred~oth~F!~nce Department. <br /> <br /> A communication w~s received from a committee, o~mposed of Frank L. Crocker, E. L. Lafh, <br />and Frank C. Hanrahan, requesting that the City provide suitable places in our City in which <br />strangers may rest, and requesting especially that the Council consider the advisability <br />using the Court house lawn for such purpose. <br /> After some discussion of the mmtter, Mr. Claud moved that an appropriation of ~150. be <br />allowed to provide benches to be placed in the Coturt House yard for such purpose, or in such <br />other places as the City Manager m~y think advisable. <br /> The motion was adopted and by the following vote: <br /> Ayes--Bunting, Claud, Hanvey, <br /> Herbert, <br /> <br /> A communication w~s read from the Department of Health, asking that an appropriation of <br />$60. be allowed ~o cover the expense of sending representatives from said Department to the <br />North A~lantic Tuberculosis Conference, which meets in Baltimore, Md., October l?-lSth. <br /> The communication stated that the reg~ested appropriation might be-transferred from <br />an unused item in this year's budget, if satmefactory to the Council. <br /> On motion, the appropriation was allowed, as requested in the communication. <br /> <br /> A letter was received from Dr. G. B. Young, Sanitary Advisor, Fifth Nav~l District, ao- <br />knowiedging receipt of the resolution s~iopted by the Council with reference to the sanitary <br />survey recently made in and around the City, and heassured the Council that he g~eatly ap- <br />preciated its action. <br /> Said letter w~e ordered to be filed. <br /> <br /> A communication w~s read from Er~nest A. Gra~t, for citizens and property owners on Nav~i <br />Place, proposing to bear one-half of the expense in laying a fotur foot concrete or granolithic <br />sidewalk from Seventh street and Nav~l Place to the Gilmerton oar tracks, provided the work is <br />completed before cold weather sets in. <br /> Also a petition from Mr. Grant, in behalf of the residents of Navel Place, to have in- <br />stalled an electric light at the corner of Eighth ~eet ~nd NaV~l Place. <br /> On mo$iOn,m the privilege of the floor was g~nted to Mr. Grant to speak in reference to <br />the petitions. He explained the necessity for the sidewalk and the electric light. <br /> Finally, the mat~er of laying the sidewalk was referred to the Finance ~nd Public Ser- <br />vice departments with the City ~ger, and the m~tter of.installing an electriO light, to <br />Public S~fety Department. <br /> <br /> At this point, the City Man~ger recommended an ~pprgpri~tion.of $350. to ?med~ the drain- <br />~n~ions on Glasgow street, near the Belt Line Railroad, and same w~s rezerrea to Finance <br /> <br /> <br />
