<br />Wmter Committee of Suffolk, Va., Mr. J. Walter Heeler, in which he suggested the l~ArOhase of
<br />the Portsmouth, Berkley & Suffolk Water Co. jointly by the cities of Portsmouth, Norfolk and
<br />Suffolk.
<br /> However, the City Eanager recommended ~hat we p~oceed along the lines as outlined by
<br />the Special Water Committee and the City Council.

<br /> Second. Report on the proposed operation o~ a chain gang for the City of Portsmouth, en-
<br />closing copies of letters sent by him to the City Sergeant, the City Attorney, and Judge B~in
<br />on the ~bject, and rules and regulations governing the control and man~gement~f such a g~ng.
<br />He recommended that the "expense Of the m~intmining and operating the cl~min gang would
<br />be charge~ble to street cl~uing and repairs and the labor now under the Department of Health.
<br /> On motion, the m~tte~ of cost for operating and mmintalning the chain gang ~-~s refer-
<br />red to the Department of Finance, ~nd the letters, r~les, &c., enclosed with the City Manager's
<br />communication, were ordered to be £iled.
