<br /> On motion, the recommendation of the City Manger was,adopted.
<br /> Fifth. Advising that he is in receipt of letters from Er. J. P, Andr~ Mo~tu offering for
<br />sale to the City a one hundred arid thirteen acre tract of land, immediately no~th of St. Julian
<br />Naval Ma~azine property, for a cemetery site.
<br /> On motion, the communications were referred to the Public Welfare Dep&rtment.
<br /> Sixth. Attaching a resolution from the Department of Health, adopted at its meeting Nov-
<br /> ember 13th, endorsing the proposition of the City Manager to consol!date with the Department
<br /> of Health, Street Cleaning, Collection of Garbage, Incine~amor and Sewerage.
<br /> The ~n~ger stated that it is ~2is purpose to include in the Budget for 1918 a distri-
<br /> bution of the City's funds so ms to provide for the handling and disbursement under the Health
<br /> Department of the departments noted above. Also, that it is his wish to have compiled in
<br /> concrete form the necessary ordinances and regulations covering the proposed re-organization
<br /> of the Health Department.
<br /> On motion, the matter of revising the Health Ordinances was re~erred to the Depart-
<br /> ment of Law,
<br /> Seventh. Reporting that the Virginia R~ilway & Power Co. has consented to change the lo-
<br /> cation of its street c~r tracks at the intersection of Court, Wythe and Fourth streets;
<br /> the City has made the change in the curb; and that Mr. Eley, Engineer for said Ce~pany,has
<br /> agreed to change the location of his tracks during the week commencing November 2bth.
<br /> .The ~nager advised further that the change would be made entirely a~ the expense of the
<br /> V~. Ry. & Power Co.
<br /> On motion, the communication r~s ordered to be filed.
<br /> Eighth. Recommending that the proper City Official be instructed to appear Defers the
<br /> United States Engineers on January lC, 1~18, in regard to the erection of m bridge across the
<br /> Southern Branch of the Elizabeth River by the Washington-Newport News ~aort Line.
<br /> Whereupon, Mr. Charles F. Harper, of the Portsmouth Association of Commerce, was g~anted
<br /> the privilege of the fl6or and he spoke in ppposition to the construction of said bridge.
<br /> On motion, the City Attorney was instructed ~o appea~ at said hearing for the purpose
<br /> of protecting the City's rights.
<br /> Ninth. Advising that he had had several conferences with Ar. NcGuire during the past mon-
<br /> th in re,rd to Queen-street, between Water & Crawford, and upper High street, from Chestnut
<br /> street to Ninth avenue. Also advising that the City Attorney hs~i been written relative to same,
<br /> but 'ap to the present time Mr. McGuire has not taken any definite motion.
<br /> When, on motion, the City Attorney was inetracted to do wh~ m~y be necessary ~o

<br /> Fifteenth. The City Manager requested that the route of vehioles~entering.~ leaving
