The Sheriff's Department <br />either owns or has on loan the necessary equipment for its program. Operational costs <br />will be borne by each department and are expected to be fully covered by the fines <br />generated from enforcement. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 22-245(b), 22-267, <br />AND 22-268, BY REPEALING SECTIONS 22-266 AND 22-269, AND BY ADOPTING <br />NEW SECTIONS 22-266.1, 22-266.2, 22-268.1, 22-271, 22-271.1, 22-271.2, 22-271.3, <br />AND 22-271.4 PERTAINING TO OVERWEIGHT MOTOR VEHICLES." <br /> <br />Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 261 - Adoption of a resolution supporting the approval of "Certificate of Public <br />Need" applications filed by Bon Secours Maryview Medical Center to establish <br />open-heart surgery services at Maryview and to add a second cardiac catheterization <br />laboratory to the facility. <br /> <br />The development of an open-heart surgery program Maryview would enable <br />residents of Portsmouth and other western Hampton Roads localities to receive <br />more readily-accessible cardiac care. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution supporting the approval of "Certificate of Public Need" <br />applications filed by Bon Secours Maryview Medical Center to establish open- <br />heart surgery services at Maryview and to add a second cardiac catheterization <br />laboratory to the facility. <br /> <br />Purpose and Need: <br /> <br />· Maryview Medical Center presently serves patients from all or part of the cities of <br />Portsmouth, Chesapeake, Suffolk, Smithfield, and Franklin, and from the counties of <br />Isle of Wight and Southampton, as well as other surrounding localities. <br /> <br />· The communities of western Hampton Roads, including Portsmouth, have death <br />rates from heart disease higher than the rest of Hampton Roads and higher than the <br />Virginia average. <br /> <br />· Studies have indicated that a locally-placed open-heart surgery program could help <br />to reduce levels of cardiovascular disease and save lives by providing more readily- <br />accessible cardiac care. <br /> <br />· If adopted, this resolution will be presented to the Eastern Virginia Health Systems <br />Agency and the Virginia Department of Health for approval of the programs. <br /> <br />Financial Impact: <br /> <br />· The proposed programs at Maryview will create more than 30 new highly-skilled jobs <br />and will draw patients to the area. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke about consideration of"over <br /> capacity" of cardiac care. <br /> <br />2. Louis Whitehead, 4415 County Street, spoke in support of the cardiac care unit. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br />
